Position Title: Healthcare Consultant
Assignment Title: Baseline Study for Noor Project Data - Health Care Services for Orphans of the 2023-2024 war on Gaza, Year 1.  
Location: South and Middle Gaza Strip
Duration: 20 Days (26 January 2025 - 14 February 2025)

Background:
Ard El Insan Palestinian Benevolent Association (AEI) has received a grant in favor of providing healthcare services for orphans that orphaned as a result of 2023-2025 war on Gaza.

 The project is one of the Noor program projects, established by Taawon and Bank of Palestine group, that aim to provide a comprehensive and integrated services support for orphans.

The project includes general medical examinations, laboratory tests (sugar levels, CBC, liver, and kidney functions), and specialized health care for 5,333 orphans.

To assess the medical, biomedical data, the project intervention and develop future interventions, AEI seeks a qualified Medical / Biomedical consultant to conduct a baseline study using quantitative and qualitative tools, assessing the health data of the project and its activities.

Key Responsibilities:

  • Analyze the health care data using appropriate statistical tools.
  • Develop a detailed study report, including introduction, methodology, results, conclusions, and recommendations.
  • Evaluate the healthcare services and interventions on the beneficiaries and overall project activities, provide and propose the appropriate detailed intervention for the coming 3 years projects.
  • Present the initial findings to Taawon for feedback and incorporate necessary revisions.
  • Submit a final, approved version of the study.

Deliverables:

  • Comprehensive data analysis and interpretation.
  • Study report with supporting figures and tables.
  • Strategic roadmap for the program's future interventions.

 Qualifications:

  • A -master degree or higher in medical, health, or biomedical science. 
  • proficiency in SPSS, Excel, and other statistical tools.
  • A track record or publishing at least 10 articles as first or corresponding author within the last three years as first or corresponding author.
  • A minimum of three years of experience in conducting quantitative and qualitative research.
  • Excellent writing in both English and Arabic languages.
  • Demonstrate experience working as part of a research team.
  • Experience working within research teams and applying research ethics.

Competencies:

  • Strong awareness of gender considerations, disabilities, poverty, and other factors affecting child health and parenting dynamics.
  • Excellent communication skills and sensitivity to diverse populations.
  • Knowledge of child protection policies and ethical research practices.

Data Security:

All data related to orphans, including personal, demographic, or any other sensitive information, must be handled with the highest level of confidentiality and security. Such data is to be used strictly for the purposes outlined in this Terms of Reference (TOR) and must not be disclosed, shared, or accessed by

unauthorized parties. Proper safeguards, including encryption and secure storage, must be implemented to ensure data integrity and prevent unauthorized access. Any breach or potential compromise of orphan data must be reported to AEI immediately. The handling of this data must comply with applicable data protection laws and AEI's policies to ensure the safety and privacy of the beneficiaries.

Qualified healthcare consultants (individual or firm) are invited to submit their technical & Financial proposals (closed envelop) by hand to AEI’s Administrative office, Khanyonies Al Mawsy ,  The proposal must include the following but not limited to:

  1. A detailed cover letter explaining the candidate’s suitability for the assignment.
  2. A proposed technical methodology detailing how the assignment will be executed.
  3. A comprehensive CVs outlining relevant experience.
  4. Samples of relevant publications or work.
  5. A financial proposal in USD.

Evaluation Process:
Applications will be evaluated based on:

  1. Technical methodology and approach – 60%.
  2. Cost proposal (financial quotation) – 40%.
