Tender: Honorarium for the drafting and auditing the Gender Mainstreaming Manual

  • About REFORM:

The Palestinian Association for Empowerment and Local Development – REFORM is a Palestinian NGO that works in the fields of empowerment, local development, and social transformation. Seeking to promote inclusion and social solidarity in Palestine through empowering marginalized hard-to-reach groups, and structural reform. REFORM aims to enhance the social and political participation of marginalized hard- to-reach groups and community activism, to facilitate equal access to public utilities through strengthening the capabilities of young and women, and to provide a reliable database for the political and administrative decision makers in Palestine.

  • “GAP” Project Summary:

The Gender Accountability Promotion (GAP) Project aims to enhance gender inclusion and women's political participation in municipal governance across the West Bank. Implemented by REFORM in partnership with ACPP and JOVESOLIDES, the project seeks to create institutional environments that support gender equality by training local council staff, conducting gender audits, and developing gender-sensitive policies. It also fosters accountability by promoting public participation and dialogue between local authorities and communities. Through capacity-building programs, the project empowers elected women and ensures municipalities adopt inclusive governance practices, ultimately strengthening democratic participation and gender equity in local decision-making processes.

  • Terms of Reference:

REFORM seeks to engage an expert to draft and conduct an audit of the Gender Mainstreaming Manual. This manual will serve as a practical guide for municipalities, integrating international best practices and contextualized strategies for fostering gender-sensitive governance.

 

Interested candidates must submit their offers latest by Wednesday, 23.04.2025, by 04:00 PM.

 

Specifications - The expert should possess the following qualifications:

  • Demonstrated expertise in gender mainstreaming, policy integration, and governance frameworks.
  • At least (7) experience in developing gender-sensitive manuals and conducting gender audits in local governance structures.
  • Strong knowledge of Palestinian municipal policies, governance structures, and socio-cultural dynamics.
  • Proven experience in conducting participatory research using qualitative and quantitative methodologies.
  • Proficiency in developing evidence-based recommendations that lead to tangible policy and practice improvements.
  • Excellent research, writing, and analytical skills.
  • A Master’s degree (or higher) in Gender Studies, Public Policy, International Development, Law (Human Rights or Governance), Sociology, Social Sciences, or Political Science.

 

Scope of work: The selected expert will be responsible for the following:

  • Development of Gender Mainstreaming Manual & Guidelines:
  • Design a practical manual tailored for municipalities, incorporating both narrative and illustrative content.
  • Integrate international best practices, real-world case studies, and actionable strategies for enhancing gender inclusivity in local governance.
  • Ensure the use of inclusive language and gender-sensitive terminology to promote women’s engagement and address discrimination.
  • Facilitate a collaborative development process, engaging Local Government Units (LGUs) and relevant stakeholders to ensure the manual’s applicability.
  • Gender Audit Services:
  • Conduct a comprehensive assessment of municipal policies, procedures, and practices to evaluate gender inclusivity.
  • Utilize qualitative and quantitative data collection methods, including interviews, surveys, focus groups, and document reviews.
  • Provide a detailed report with strategic recommendations to enhance gender sensitivity within municipal structures.
  • Work closely with municipal staff to validate findings and ensure the accuracy and relevance of recommendations.
  • Capacity Building & Follow-Up Support:
  • Deliver training sessions for municipal staff to ensure effective implementation of gender-inclusive policies and guidelines.
  • Provide follow-up support to municipalities to ensure the sustainability and impact of gender mainstreaming efforts.
  • Methodology and Work Plan:
  • provide a comprehensive methodology and work plan, including:
  • A detailed approach for drafting the manual and conducting the gender audit.
  • The methodology for engaging municipalities, LGUs, and stakeholders, specifying whether interviews and focus groups will be conducted in person or online.
  • A stakeholder mapping strategy, identifying relevant participants in line with the project’s outcomes and interventions.
  • A structured plan outlining key deliverables and timelines for the development and validation of the manual.

 

Location: West, Bank including 15 municipalities in the south, north, middle.

Expected duration: The final draft should be ready in august 2025.

 

Submission Requirements:

  • Technical Offer – A detailed approach and methodology for drafting and auditing the Gender Mainstreaming Manual, including a proposed work plan and timeline.
  • Financial Offer – A breakdown of the honorarium, including all costs and applicable taxes.
  • Updated CV – Highlighting relevant experience in gender mainstreaming, policy development, governance, and research.
  • Samples of Previous Work – Examples of similar manuals, gender audits, or policy documents developed by the applicant.
  • Proposed Methodology – A detailed description of how the applicant intends to engage stakeholders, conduct interviews, and carry out the gender audit.

Notes:

  • REFORM is not obliged to choose the lowest price.
  • Individuals can submit a valid deduction on source certificate or else 10% the total payment will be deducted as income tax.
  • Financial offer should be in ILS, including income tax.
  • REFORM has the right to cancel the tender at any time.
  • Each candidate must provide a copy of his/her CV, with their relevant experience.
  • Announcement fees will be deducted from the chosen candidates.

 

Evaluation Criteria:

The evaluation criteria will be divided into two categories:

Technical (70%) and Financial (30%).

The Technical component includes the following:

  • At least (7) years of experience in Integrating Gender Perspectives into Policy-making and Governance Frameworks (10%)
  • Knowledge of Palestinian Municipal Policies, Governance Structures, and Socio-Cultural Dynamics (10%)
  • Documented Experience in Manual Development & Gender Audits or Research Writing (15%)
  • Proven Track Record in Developing Gender-Sensitive Manuals and Guidelines (10%)
  • Experience Conducting Gender Audits and Applying Gender Mainstreaming in Local Governance (10%)
  • Educational Background & Writing Skills will account for 15%.

The Financial Offer in ILS including income taxes 30%.
