Background of the SwitchMed program
The SwitchMed initiative is a regional program made up of several components financed by the European Union and the Catalan Waste Agency. SwitchMed is implemented by means of the combined efforts of the European Union, UNIDO, UNEP/MAP, SCP/RAC and UN Environment Economy Division. The global objective of the SwitchMed initiative is to facilitate the transition towards more sustainable patterns of consumption and production in the southern region of the Mediterranean. The participating countries include Morocco, Algeria, Tunisia, Egypt, Palestine, Jordan and Lebanon.
The Blue Economy component of the SwitchMed program
Sustainable Blue Economy component was added in 2020. The following activity of the Blue Economy component is concerned by these Terms of Reference:
Identification of opportunities and stakeholders for sustainable entrepreneurship in the Blue Economy sectors.
The present Terms of Reference describe how this activity will be carried out in Palestine. It is important to note that this consultancy will be carried out on the basis of a previous consultancy, which main output has been to predefine those Blue Economy sectors offering more business opportunities for GEs in each country of the SwitchMed programme activity countries.
The Center for Continuing Education at Birzeit University (CCE/BZU) is responsible for the implementation of the green and blue entrepreneurship components of the SwitchMed programme in Palestine

The aim of this competitive bidding process is to select a consultant firm or expert to carry out a series of activities to better define:
The existing Blue Economy entrepreneurship support initiatives in Palestine
Which are the Blue Economy sectors in Palestine offering more business opportunities for entrepreneurs.
In this framework, the consultant is required to provide the following
Producing a report on the existing Blue Economy green-entrepreneurship support initiatives in Palestine
Producing a report identifying which Blue Economy sectors in Palestine offer more business opportunities for green entrepreneurs in the Blue Economy.
