Solicitation Type: Request for Proposals (RFP) – CNFA is seeking to identify local service providers with up to three community-based organizations (CBOs) actively involved in the agricultural sector in Gaza, particularly in Khan Younis and Dier Al Balah.
Procurement Description: Cultivating New Frontiers in Agriculture (CNFA) is an international agricultural development organization specializing in sustainable, enterprise-based initiatives. CNFA is implementing the USAID-funded Quality Technologies Revitalizing Agriculture (Q’tra) Activity (2023–2028) in the West Bank and Gaza. This five-year, $55 million initiative focuses on enhancing freshwater conservation, revitalizing agriculture, and improving food and water security while driving economic growth. Q’tra will support farmers in Gaza by introducing tailored irrigation technologies, climate-smart agricultural practices, and solar-powered solutions to increase productivity, strengthen climate resilience, and optimize water and energy use. Also, In Gaza, the program aims to revitalize the agricultural sector through interventions such as greenhouse construction and rehabilitation, vegetable nursery development, and support for livestock breeders and fishers with inputs and equipment. CNFA is inviting qualified CBO (Community based organization) to submit proposals for the local service providers. This activity is a part of the USAID-funded Q’tra Project, aimed at revitalizing agricultural practices in the West Bank and Gaza.
Anticipated Period of Performance: January 1, 2025 – December 31, 2025 (Dates subject to change by CNFA).

Award: Award will be made to the offeror who is determined to be the best offeror per the evaluation criteria and description of activities and processes provided herein, and complies with USAID requirements (Vetting, ATC, and others). CNFA will not issue an
award to different offerors, entities, or third-parties other than the selected offeror(s) which submits an offer in response to this solicitation. CNFA anticipates awarding a deliverables-based fixed price contract to the selected offeror(s).
Terms and Conditions: The resultant award is subject to CNFA’s standard Terms and Conditions as stipulated in Section 6.
