General Background 

Médecins du Monde Switzerland (MdM-CH), founded in 1993, is a medical association of international solidarity that is part of the Médecins du Monde network. It provides sustainable access to health care for people in vulnerable situations around the world.    

MdM-CH, has been working in the occupied Palestinian territory (oPt) since 1994 in the sector of Mental Health and Psychosocial Support (MHPSS), implementing emergency and development interventions, focusing on victim of occupation-related violence, children and detention, suicide prevention and management, strengthen of access to mental health cares at national and community level, and advocacy initiative.     

Project Background 

The project aims to address basic needs and primary healthcare of the population affected by the ongoing conflict in the Gaza Strip and the mental health needs of the oPt. Regarding access to basic life-saving needs, MdM-CH will provide Multiple-purpose Cash Assistance (MPCA) to the most affected households. Regarding the health response, MdM will provide various medical and MHPSS services through a mobile along with delivering recreational activities to the children. Also, MHPSS care for health and MHPSS service providers is among the activities alongside conducting an evidence-based study to assess the mental health situation in Gaza.  

Purpose of Consultancy 

MdM-CH seeks to hire a consultant to work with the Project Team to determine quantitatively and qualitatively the current MHPSS situation through conducting a comprehensive MHPSS evidence-based study to assess the ripple effects of the ongoing conflict and its consequences on the internally displaced population. 

Target Groups 

The internally displaced population in Rafah who seek shelters in IDPs shelters and tents.

Required start date for the assessment 15/05/24 

Required date for the hand-over of the definitive report 31/08/2 

Scope of the work 

The objectives of the assessment are the following: 

Identify risk factors contributing to poor mental health conditions among the displaced population through quantitative and qualitative data directly collected on the field 
Develop evidence-based recommendations and intervention strategies tailored to the needs of the affected Gaza population, focusing on the improvement and the promotion of protection, safety, dignity, and rights, for an enhanced wellbeing and mental health pf individuals and communities in Gaza. 
Identification target groups most at risk of mental health diseases because of the lack of protection and safety and suggest risk mitigation strategies to promote their well-being 

In particular, the consultant will address the following points: 

Assessing the prevalence and severity of mental health disorders, including but not limited to anxiety, depression, PTSD, suicidal ideations or attempts and psychosocial distress, using standardized tools and methodologies developed in collaboration with MdM-CH technical team 
Assess the mental health needs and situations of individuals residing in IDP shelters during the ongoing conflict with a particular attention for vulnerable groups such as children, elderly individuals, women, and persons with disabilities as well as people with pre-existing mental health conditions who may be at heightened risk of mental health issues. 
Evaluating the accessibility, quality, and effectiveness of existing mental health support services within IDP shelters and their adequacy in meeting the needs of the displaced population and their ability to address protection concerns 
Assess the literacy of the IDPs about the current referral pathways  
Identifying gaps and challenges in the provision of mental health services and resources. 

Deliverable 

Inception report outlining proposed approach, methodology and workplan 
Comprehensive assessment report detailing the findings of the mental health needs assessment, including prevalence rates of mental health disorders, identified vulnerabilities, and existing support services. 
Evidence-based recommendations and intervention strategies tailored to address the identified mental health challenges among displaced populations. 
Presentation (online and in person) of findings and recommendations to relevant stakeholders, including government agencies, NGOs, and humanitarian organizations.  

Methodology 

The consultant/Firm is invited to submit a participatory appropriate methodology that is in line with the objective and scope of the Study and the guiding principles for it, as well as the techniques for collecting and analyzing the information that will be used, including the gender analysis methods. 

The assessment will employ a mixed-methods approach, incorporating both quantitative and qualitative data collection methods that will include:  

Desk review of existing literature, reports, and data on mental health issues among displaced populations in conflict settings  
Desk review about the mental health situation and consequences of Gaza War on the displaced people and hosting communities in Gaza Strip. 
Conducting Key Informant Interview with relevant mental health actors and stakeholders (including not limited) shelters administration, Emergency Departments. 
Conducting Focus Group Discussions with individuals residing in IDP shelters, shelter management staff, and relevant mental health stakeholders to explore common themes and experiences related to mental health among displaced individuals.  
Collect quantitative data through existing validated instruments to assess the state of the MHPSS services system in Gaza 

Required Skills  

Degree in health, public health, health management or anthropology and/or at least 7 years of relevant experience 
Expertise in mental health promotion and clinical treatment approaches and MHPSS approaches 
At least 5 years’ experience in program coordination, design, implementation, monitoring and evaluation  
At least 3 years’ experience in the evaluation and/or implementation of health interventions. 
At least 2 external evaluations of public health programs. 
Knowledge of the health and socio-political context in the Middle East region. 
Professional experience in the Occupied Palestinian Territory is a strong asset. 
Good oral and written communication skills. 
Ability to manage time and resources and work to tight deadlines.  
Publications or research work in public health in the Middle East are an asset.  
Excellent command of English and Arabic  

References for previous evaluation work must be provided.

Technical proposal including: 

Understanding of the terms of reference 
Technical approach and detailed methodology highlighting a reflection on methodology of working during emergency.  
The provisional timetable for the assignment and an estimate of man/day loads 
References for 2 previous similar projects 
A declaration on honor attesting to the absence of any conflict of interest  

Financial proposal including: 

Total budget including VAT and budget breakdown (fees, living expenses, transport, interpreter, etc.).
