About PWWSD
Established in 1981, The Palestinian Working Woman Society for Development (PWWSD) is a non-governmental women’s, mass, developmental, and learning human rights organization that contributes to developing feminist struggle within national, social, and developmental dimensions. The organization believes that liberating women is connected directly with ending the occupation and establishing a full Palestinian democratic sovereign civil state. PWWSD is active all-over West Bank including East Jerusalem, and the Gaza Strip, and is an active member in several local, regional, and global networks and coalitions.
The Palestinian Working Woman Society for Development (PWWSD) aims for a free and democratic Palestinian society based on gender equality, respect for human rights, and social justice. The organization promotes women’s empowerment, women’s participation in the national struggle against occupation, women’s contribution to the development processes, the entitlement of woman to political, economic, and civic rights, women’s access to justice, and their right to a life free of violence.
PWWSD core function focuses on the provision of psychosocial and legal services including group and individual counseling and to provide women with the resources they need to combat gender-based violence, empower themselves politically, economically, and socially, and transform their society to one that is inclusive, egalitarian, and democratic. PWWSD takes a gender-responsive, rights-based approach, particularly regarding international human rights.
About the Project
The project “Preventing and Responding to Gender-Based Violence in the West Bank” is supported by the UNFPA and implemented by the Palestinian Working Woman Society for Development (PWWSD). The project aims at promoting women and girls’ access to lifesaving integrated GBV/SRH and PSS services in Nablus governorate, and contributing to increasing the capacity of local women's organization(s) to implement GBV prevention and response in the West Bank.
To this end, PWWSD is seeking to hire a trainer to implement 3 days of training (5 hours per day) on GBV detection, case management, referral PSEA, media outreach, safe and ethical reporting of GBV incidents in Nablus, Qalqilya, and the Jordan Valley.
Duties and Responsibilities
The trainer will undertake the following tasks:
- Train 25 specialized and non-specialized service providers on GBV detection, case management, referral PSEA (Protection from Sexual Exploitation and Abuse), media outreach, safe and ethical reporting of GBV.
- Develop Training agenda. With pre- and post-assessment for all materials.
- Analyze the pre- and post-assessment and report the results to PWWSD.
- Develop training materials and share with PWWSD projects coordinator.
- Conduct the assigned trainings.
- Prepare and submit a detailed assignment report including the pre- and post-assessment analysis results and summary.
Key deliverables:
- Training Agenda.
- Training materials.
- Pre- and post-assessment.
- Results of the pre- and post-assessment analysis.
- Detailed training reports with photos and quotes.
Educational Background
- Post-graduate degree in social sciences, including Gender and Development, Human Rights, or equivalent
Required Qualifications
- At least 5 years of proven professional experience in women’s empowerment, gender equality, Mental Health and academic research and analytical reports development.
- Proven experience in GBV and case management field.
- Very strong understanding of national and international policy and legal frameworks on gender equality, and women's rights, including an understanding of social, cultural, economic and political context of Palestine.
- Fluency in written and spoken Arabic and English are required.

- A Technical proposal including context (brief), approach, methodology, and work plan including the proposed timeframe (maximum 3 pages).
- Updated CV of the consultant.
- Financial offer: budget breakdown of the proposed costs in ILS including VAT.

The technical proposal should include the following:
- The methodology of the training.
- Suggested time frame.
- Consultant (trainer) profile and administrative information.
- Three samples of recent similar work.
The financial proposal should include:
- A separate financial proposal setting out a budget for the assignment.
- The proposed budget in Israeli Shekel only, should be inclusive of all costs, including professional, travel, accommodation, living expenses, among others. (VAT inclusive)
- The trainer must have a source of deduction certificate and invoices or 5% will be deducted.
PWWSD is not obligated to select the lowest cost. PWWSD will evaluate the offers based on competitiveness, quality, and experience, evaluation of presented samples, and eligibility based on the above, as well as evaluation of the reasonability of the price offered.
