- Duration of this contract: The assignment will be taking place between the period of April 2023 – December 2023.
- Brief Information on the Tech-Savvy Project
Palestine Information Technology Association of Companies - PITA is implementing the project “Develop Palestinian Tech-Savvy Workforce (Tech-Savvy), in partnership with Jerusalem High-Tech Foundry - JHF, and supported by Finance for Jobs Consulting Services - F4J-CS.
Tech-Savvy is a flexible and customized career-accelerating program aiming to support unemployed Palestinian ICT graduates get employment by upskilling their skills to better meet the needs of local and international job requirements. Therefore, this project aims to support fresh graduated unemployed youth in IT disciplines from age 18-29, get employment through a training program that consists of job-specific soft and technical skills training, networking opportunity with future employers (companies), job placement and mentoring services to be later hired in entry and/or mid-level tech roles, in addition to a 2-month internship period in an ICT company, if needed.
- Purpose of the Assignment:
The purpose of the assessment is to hire a consultancy agency to provide job placement services within the framework of the “Tech Savvy” project to help IT fresh graduates that are enrolled amidst the project’s training groups for the purpose of finding decent employment opportunities that match youth skills and competences in West Bank and Gaza, which will map the milestones that will help them to land safely for their first job.
- Scope of work:
The overall objective of the assignment is to increase participants’ abilities to apply for jobs, provide relevant recruitment-related services, and increase their access to the market job prospects, in which the selected service provider will have to achieve actual employment opportunities for the trained graduates and ensure they sustain 3 months of employment and above.
The following requirements are crucial under the stated scope of work:
- Evaluating the trained youth readiness for the labor market and determining the suitable job types for them.
- Facilitate career guidance and youth job placement.
- Match trained youth with suitable career opportunities.
- Support field management and lead the collection of all needed job evidencing documents
- Facilitate networking opportunities with potential employers.
The consultancy agency will work closely with and report to the Tech Savvy team; in which their role is to provide the stated services when required, further tasks when needed and provide the full documentation of the deliverables achieved.
- Deliverables
The consultancy agency must submit the following:
- Pre-assessment report that shall include evaluations of the enrolled trainees.
- A report of achievement shows successful job placement & employment sustainment cases (documentation for job start). Taking into consideration that they will get paid on achieved results documentation.
- Requirements of the Service Provider:
- Previous experience in the ICT Sector; local, regional and national.
- Five years of broad knowledge and understanding of recruitment and selection methods.
- Minimum of 5 years in business development, youth development, job placement support, recruitment,and consulting role with specific focus on ICT skills and competencies.
- Familiarity with labor market issues and dynamics in Palestine.
- Strong networking and matchmaking skills and partnerships with different companies within the ICT sector.
- Guidelines and Selection Criteria:
In undertaking this assignment, the service provider should consider submitting:
- Technical proposal - (70%) covering the following items:
- Detailed technical proposal aligning with what is being stated in ToR with specific focus addressing the scope of work.
- Company Profile and Registration Certificate.
- Composition and CV of the team responsible for the assignment.
- Previous relevant experience in the requested field, including samples of related or same or similar activities and work previously achieved.
- Proposed methodology and detailed work plan and estimated timeline.
- Financial proposal (30%) – The consultancy agency should submit a financial offer per unit for the above scope of work in (USD) currency including VAT. The table in the next section “Schedule of Payments” shall be followed.

- Schedule of Payments:
The payments will be made based on the deliverables – result based, in which the selected service provider will receive the payments on two parts; first after conducting the assignment concerning the preparations from pre- assessment and etc., second; after ensuring a job start per enrolled trainee and providing the required documentation.

Please note the following:
- The price quotation should be submitted in English language.
- The price must be in USD – including VAT and PITA is not responsible for any currency differences.
- The price offer must be valid for a period of 12 months.
- The company bears all responsibility in the case that it submits a price offer and is unable to bring a valid source of deduction or any official certificates that require the payment process.
- PITA has the right to withdraw or cancel the solicitation, without incurring any cost, and without any justifications.
- The service provider to whom the quotation is awarded bears all responsibility in the case that they submit a quotation, and is unable to issue invoices or bring a valid source of deduction or clearance from the Added Tax Department or any of the reinforcements necessary for the payment.
- PITA is not obligated to the lowest prices without giving reasons, and It is also entitled to split or cancel without giving reasons, Therefore, the offers will be evaluated from a technical and financial point. Assuming that the evaluation percentage of the financial proposal (30%).
- Payment method after:
- Supplying the required service according to the rules.
- Submitting the tax invoice, after delivery and fulfillment of all terms and conditions required by PITA, for individuals, as referred to in point No. 7
- The company must provide a copy of its registration certificate and a valid deduction at source certificate.
- PITA reserves the right to reject any offer without stating the reasons and to solicit offers from abroad in the case of rejection of the submitted offers and in case of violation and non-compliance with the required specifications.
- The amount due to the supplier shall be paid by Checks or bank transfer from the bank account of the project, after submitting the necessary.
- Please stamp and sign all pages of the quotation.
- Please take into consideration that the budget is highly limited, therefore provide us with the lowest price offers as possible.
- Any clause or any of the general conditions relating to PITA that have been inadvertently omitted and is not mentioned within these Terms of Reference, is subject to PITA internal standard procedures or the Palestinian Procurement and Supplies Law or any financial procedures related to that.
- Application Submission and Deadline:
