ASSIGNMENT PURPOSE

To provide an overview of the livelihood situation in key affected 3 communities clusters at least where the 20 communities in “Area C” in Jenin, and Bethlehem governorates are at high risk of forcible transfer, and assess community livelihood responses addressed at Protection Responses Plans- PRPs  to the current access to livelihood opportunities, diversify and scale-up its livelihood activities and explore additional productive income generating activities  to the scale of identified needs, as well as identified remaining needs (identify current livelihood gaps) and determine if WW-GVC is able to respond to these needs. In line with the Community Protection Approach (CPA) process, the identified activities should comply with the principles underlying the Protection “Egg” Framework, by encouraging the identification of actions at the turn of remedial and environment-building, coherently with the protection vulnerability situation of the communities highlighted by the CPA data and outcomes, so as to strengthen the capacities in the livelihood sector on both intra- and inter-community levels towards a stronger and sustainable linkage between humanitarian and development.

OBJECTIVE OF THE ASSESSMENT

Identify the livelihood situation in the areas where the population has been affected – directly or indirectly by internal and external vulnerabilities in order to plan appropriate interventions.

To diversify and explore additional productive income generating activities.

To mainstream livelihood activities into the Protection Response Plans (PRPs) with specific focus on sustainable livelihood vs NEXUS approach.

To improve the focus on community empowerment and social and economic cohesion on both intra- and inter-community levels, when selecting and planning the activities, including the coherence among them based on suggested actions by the communities and the NEXUS approach, with a special attention on community capacities instead of individual level assistance.

To design the needed tools and skills to improve capacity of communities in defining all livelihoods related activities can be implemented in and around their communities to support their resilience.

To advise on the improvement of the current tool developed for the design of the PRPs accordingly.

DELIVERABLES

A-Preliminary report detailing immediate needs (10th  October)
 
B-Comprehensive satisfactory report detailing the findings on the assessment (final output 24 October), The report of 25 pages covering the following elements (not exhaustive):

List of activities can be added to these PRPs under “Livelihoods” sector specifically to assure mainstreaming of NEXUS approach and strengthening of social cohesion at community level and amongst groups of communities facing similar challenges and protection risks.

Create a tool guiding WWGVC staff in brainstorming and consulting communities through CPA methodology to add the suggested activities in their PRPs.- createa tailored NCP process aimed at Livelihood sector, towards identifyin specific actions to enhance social and economic inclusion

Recommend measures to improve the selected IGAs for 2021 and other IGAs that can be selected in the second and third years of the project.

Provide mapping of stakeholders that can support WWGVC and use as a basis the stakeholder mapping created for the IPA and communities in improving their linkage to increase sustainable livelihoods opportunities. 

C- Workshop by 31 October 2021.

Provide a one-day training workshop for WWGVC team about the findings of the assessment.

METHODOLOGY

The assessment team will be made up of one livelihood expert, the expert will identify and prepare a plan for gathering the necessary information. The planned approach will be discussed and agreed by WW-GVC protection team. It is expected that the assessment and analysis will be based around the framework of CPA Approach. 

Reference will be made to the CPA framework, “During CPA implementation community members with WWGVC protection team are analyzing their challenges faced in reaching all services including WASH, Shelter, Health, Education, Energy and Livelihoods, taking into account all age, gender and diversity(including PWD and PWSN) groups, Then, they try to find all possible solutions to their defined challenges and translating these solutions into action plans called (Protection Response Plans-PRPs)”. 

Desk review: the livelihood expert will be provided with the following documents: 

Project plan, to understand SIDA project objectives and its linkages with WBPC, the dynamic between consortium partners.

CPA Protection Community Profiles (CPCs) and Protection Response Plans for all communities under study as a reference (to review PRPs for the 20 targeted communities in Jenin, and Bethlehem governorates).

Community livelihood proposals: to review the selected IGAs (Income Generated Activities) that are being implemented in 2021.

Use the MoLG zoning / cluster framework as a reference for sub-clustering the target communities. 

Carry out consultation with (a representative sample) the selectedcommunities to ensure that the proposed actions are in line with what communities identify as an appropriate action of plan. PRPs principle, and CPA as a whole rely on communities understanding and identifying their own resources and capacities, and work on them towards a self-reliant path.

Reliance will be on secondary data and on key informant interviews. Where possible, this will be supplemented by information directly from affected communities. 

TIMEFRAME

The outlined assignment includes preliminary work, field work (including initial analysis) for at least 3 days, final analysis, summary of main findings and recommendations and final report.

The assessment will be concluded over a five-weeks period beginning on Wednesday  22 Sept, 2021 

A preliminary report detailing immediate needs will be presented by  the 10th   October during the research period. 

The final report will be presented by 24 October 2021.

The training workshop, it should be conducted by 31th October 2021.

MANAGEMENT

The Livelihood consult will be engaged with field staff / the operations team but managed by the Program Unit.

The main points of contact in the Program Unit team is Head of the Program, he will be working closely with CPA team and the head of operations.

QUALIFICATION AND EXPERIENCE

The Firm or expert must meet the following requirements:

Minimum 5 years of experience in International Cooperation/Humanitarian Interventions in managerial roles preferably with INGOs.

Sound experience and competencies in Sustainable Local Economic Development, Community Empowerment or Social Business Development.

Demonstrable experience participating in assessments or surveys.

Prior knowledge about the local humanitarian and developmental context in oPt is an asset.

Previous experience in participation of development of research tools and training design is desirable.

A detailed technical proposal including the proposed methodology  of the work and time frame to comply with the requirements of the assignment;

 A financial offer must be submitted in Euro that covers all anticipated costs (taxes, transportation between cities). WeWorld-GVC will be responsible of transportation from offices to targeted communities and to stakeholders.

 A CV detailing relevant skills and experience of the consultant (and all of her/his team) of no more than 3 pages each. 

At least one (1) example of similar assignment produced by the consultant in the same field.

 A work to which the applicant made only a partial contribution in terms of writing will not be considered.
