CONSULTING SERVICES

Expressions of Interest

The NGO Development Center (NDC) has received a financing from Agence Française de Développement ("AFD"), and intends to use part of the funds thereof for payments under the following project: Action for East Jerusalem Identity and Resilience (AJIR)/Monitoring and Evaluation Consultancy.

The Services of the consultant shall consist of the revision and finalization of indicators for the selected subprojects in order to aggregate data on the programme logical framework that will result at providing information on goal attainment. In order to achieve the objective of the assignment, the consultant needs to work closely with the NDC team and the selected CSOs to accomplish the following:

A. A revised Logical Framework for the AJIR Programme with indicators that are realistic and measurable, and that result at providing information on goal attainment; including the revision of associated risks and assumptions;

B. Revised micro indicators for the selected sub-projects and the selection of a number of relevant indicators that can be aggregated to the macro logical framework of AJIR. The selected indicators shall be realistic measurable and shall link to the indicators of the programme logical framework.

C. A monitoring and evaluation plan

D. Tools for data collection

E. Implementation of the methods, approaches and tools and follow-up

This Request for Expressions of Interest is open to:

Eligibility criteria to AFD financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD-Financed Contracts in Foreign Countries", available online on AFD’s website: http://www.afd.fr.

Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, Consultant’s CV including documented evidence of recent and similar services shall be submitted.

Among the submitted applications, NGO Development Center (NDC) will shortlist a maximum of six (6) Applicants, to whom the Request for Proposals to carry out the Services shall be sent.
