Terms of Reference (TOR) for Media and Gender Consultant

About Witness Center “Shahid”:
Witness Center “Shahid” is a Palestinian Registered Non-governmental organization working with Youth, Women and Marginalized communities need and perceptions since 2014; the organization, located in Nablus. The center’s message is to create a Palestinian society that believes in human rights values and provides an environment that embraces the rights of marginalized groups, especially women, youth and people with disabilities.


The initiative “Women Lead” is implemented by Witness Center through Naseej Regional Project Co-funded by Oxfam and the European Union (EU). The project aims to; Contribute to reducing or eliminating the practices and lifestyle of gender-based discrimination against females, and enhance the role of CBOs in addressing violations against the rights of females and increasing their capacity in dealing with violated women and girls through the formal referral mechanism.

Therefore, Witness Center seeks a Media and Gender Consultant to implement the “Gender Journalism Lab” Activity.

Objective:
Among other activities implemented within the initiatives, the center is currently preparing to launch the “Gender Journalism Lab”, aiming to raise awareness and change community norms, especially in the journalism field regarding media coverage and discourse Gender-Based Violence. The Journalism Lab includes three main tasks: gender journalism lab training, brainstorming session and developing a gender-sensitive language manual for journalists.

Tasks Description:
Frist Task: Gender Journalism Training

The Gender Journalism Lab training will be mainly conducted for two groups of university students at An-Najah National University and Al-Quds Open University. The number of participants for each group should be 14, considering gender balance for each group. The total number of participants should be 28 of which 14 are females and 14 are males.

Participants will be skilled in sensitive Media language toward GBV, investigative journalism grant for gender issues and coverage of gender equality issues.

The Gender Journalism Lab will consist of 3 training days for each of the 2 groups; the total number of training days is 6 days.

Target group:
Two groups of students at An-Najah National University and Al-Quds Open University, majoring in media, journalism or social sciences.

The consultant is expected to deliver the following topics to university students:
- Understanding GBV core concepts.
- Reporting GBV in a gender-sensitive language.
- Selection of reliable and confidential sources.
- How reporting in a gender-sensitive language helps in eliminating gender stereotypes.
- Investigative journalism grant for gender issues

The consultant should prepare the following materials 5 days in advance, and submit them to Witness Center for their approval;
1. Training presentation.
2. Training material.
3. Attendance sheet for each of the 3 training days.
4. Pre and post questionnaires that assess the trainees’ knowledge of the topic covered in the training. The form should identify the gender of the participant, age, name of the university attending, major and study year.
5. List of materials and equipment needed for the training.

Second Task: Brain Storming Session
The brainstorming session will be conducted before developing the manual and will include 12 people of journalists, women activists and related stakeholders considering gender balance.

The main deliverable of the brainstorming session is to collect data, feedback, opinions, and reflection on the media coverage of GBV and recommendations for best practices to be used in developing the manual. The consultant should submit a report reflecting the brainstorming session.

 

Third Task: Developing a Gender-Sensitive Manual for Journalism
focusing on the sensitivity of speech among the GBV to be used by journalists and activists.

Expected results:
• Media Sensitive Language manual is developed and revised in reference to the Palestinian context with concise, easy-to-understand and applicable content by journalists. The manual is expected to have a published design and should be approved by the donors.

Methodology of Implementation
Task will be implemented tentatively as follow:
• Conduct desk study (including all documents about Media and Gender-Sensitive Language).
• Include data from the brainstorming session (2nd task).
• Organize 6 semi-structured interviews with related media and gender stakeholders and key informants to collect inputs, notes, and best practices on Sensitive Media Language.
• Collect local data on typical or successful stories of Media Sensitive Language.
• Develop, revise and finalize the manual.

The consultant should prepare the following materials, and submit them to Witness Center for their approval;
• Semi-structured interviews questions.
• Stakeholders and key informants’ meetings schedule and contact information.


* The third task is expected to be achieved within 20 working days.
** The overall working days for the Gender Journalism Lab Activity is 26 working days.
*** The Gender Journalism Lab Activity is expected to be achieved within 40 days after signing the contract.

 


Minimum Requirements:
- High level of expertise (minimum 5 years of experience) in Gender and Media.
- Knowledge of Palestinian media context regarding GBV.
- Experience in the field of Gender and GBV.
- Previous experience in delivering trainings.
- Previous experience in developing manuals of such topic.
- Knowledge of women’s rights and gender equality
- Knowledge of Safeguarding and No Harm Approach.
- Excellent in English, writing and reporting skills.
- Excellent communication, facilitation and interpersonal skills.


Technical and Financial Proposals
• TECHNICAL PROPOSAL
The Technical Proposal should include the following:
1) A cover letter of no more than 2 pages introducing the consultant and how the skills and competencies described above are met, with concrete examples (CV, experience including type of task, employer, project title, location, achieved outputs). The cover letter should also reflect the number of days to complete the assignment, daily rate and total financial offer (cost) in Euro. The cover letter should also indicate consultants’ availability for the proposed period.


2) An outline of no more than 6 pages of the proposed process and key considerations including:
a. Key considerations
b. Proposed outline methodology
c. Proposed action day outline.
d. The financial offer should also include:
• FINANCIAL PROPOSAL
The Financial proposal should contain the following information:
1. Prices are valid for 60 days
2. The submitted offers currency should be in Euros excluding VAT. The tendered should be able to issue Payment request in addition to valid deduction at source certificate and zero vat invoice or Witness Center will deduct a percentage (%10) of the final payment according to Palestinian Taxation department & laws.
3. Prices include all types of expenses such as transportations, per –diem, calls, accommodation…etc.

Evaluation of Quotations
Submitted offers will be evaluated based on technical and financial proposals. Technical will be given 70% while financial offers will be given 30%. Technical offers will be evaluated according to the following: (1) profile of similar assignments (10%), (2) CV and certificates (10%), (3) description of work and methodology and approach (25%), (4) action plan and timeframe (15%), and (5) at least three references for similar services for the last three years (10%).


The remuneration is to be paid after the completion of the training course.


Acceptance: Award of a proposal does not imply acceptance of its terms and conditions. Witness Center reserves the option to negotiate on the final terms and conditions.
