Environmental and Climate Justice Program in Palestine

Background

  • We Effect is a Swedish non-governmental, non-profit, non-religious, and non-political civil society developmental organization established in 1958. It has been operating in Palestine since 1998, aiming to strengthen local and democratic civil society organizations through mutual partnership so that their members can improve their living conditions, enforce accountability of duty-bearers, defend their rights, and contribute to a more just world.

 

  • The Environmental and Climate Justice Program in Palestine (hereinafter referred to as "the Program") has been operational since 2021. The Program aims to address environmental and climate-related challenges in Palestine and promote climate justice and sustainability. As the Program approaches the end of its current phase, there is a need to review its progress, document success stories, challenges, and chart a strategic vision for the future. Additionally, there is a requirement to formulate a visibility strategy to attract funding for the next phase, slated to commence in early 2025.

 

  • Program partners: the Palestinian Agricultural Institutions Coalition (PAIC) a coalition of environment, climate, and agricultural non-governmental organizations in Palestine: (PARC) Agricultural Development Association, (PHG) Palestinian Hydrology Group, (LRC) Land Research Centre, MA’AN Development Centre, (ARIJ) Applied Research Institute – Jerusalem and (PENGON) Palestinian Environmental NGOs Network.

 

Assignment Objectives

The primary objectives of this consultancy are as follows:

  1. Review and Documentation: Review the progress of the Environmental and Climate Justice Program since its inception in 2021. Document key achievements, challenges faced, and lessons learned and the Program’s impact on gender equality and women's empowerment during this period.
  2. Visibility Strategy: Develop a comprehensive visibility strategy that outlines how the Program management can enhance its visibility within the donor community in Palestine. This strategy should facilitate fundraising efforts for the next phase, scheduled to begin in early 2025.
  3. High Quality Content Generation: content creation including:
    1. Production of two videos, each 3-5 minutes long.The videos should effectively communicate the impact of the Program and Country Office and serve as promotional tools for fundraising efforts.
    2. 15 Social Media posts that encapsulate the achievements, challenges, and future trajectory of the Program, and the Country Office, with focus on gender impacts.

Scope of Work

The Media Consultant will be responsible for the following tasks:

  1. Review and Documentation
  • Conduct interviews and engage with stakeholders involved in the Program to gather information on achievements, challenges, and lessons learned and gender-specific impacts
  • Review relevant program documentation, reports, and data.
  • Prepare a comprehensive report that summarizes the Program's journey since 2021, highlighting key achievements, gender impacts and challenges faced.
  • The final video product should have English subtitles.
  1. Visibility Strategy
  • Conduct a stakeholder analysis to identify key donor organizations, partners, and networks relevant to the Program's mission.
  • Develop a comprehensive visibility strategy that includes:
  • Clear branding guidelines for the Program.
  • A calendar of promotional events and activities.
  • Recommendations for online and offline engagement with stakeholders.
  • Identification of potential media outlets and platforms for promoting the Program.
  • A budget estimate for implementing the visibility strategy.
  1. Video Production
  • Conceptualize, script, and storyboard two 3-5-minutes each promotional videos.
  • Coordinate with videographers, editors, and other necessary resources for video production.
  • Ensure that the video aligns with the Program's objectives and effectively communicates its impact, particularly on women
  • Provide drafts for review and incorporate feedback from the Program management team.
  • The final video product should be translated.
  1. Social Media Posts Production
  • Prepare copy and media design of 15 social media posts that convey the essence of the Program, and Country Office, with an emphasis on gender impacts.

Note: program partners (PHG, MAAN, LRC, ARIJ, and PARC) already have videos and knowledge products about the program interventions, and these knowledge products could be used as a source of information.

Deliverables

The following deliverables are expected from the Media Consultant:

  1. A comprehensive report documenting the Program's progress, achievements, and challenges.
  2. A detailed visibility strategy document.
  3. Two high quality video productions of 3-5 minutes long each (The final video product should be translated / subtitled in English.
  4. High quality production of 15 social media posts (Arabic and English).

Timeline

The consultancy is expected to be completed within a period of 8 weeks, starting from September 15 – November 15, 2024.

Week 1:            Initial meetings, stakeholder engagement plan.

Week 2:            Information gathering and review.

Week 3:            Drafting of the report, videos and social media posts scripts.

Weeks 4 & 5:     Production of two videos, 15 social media posts, and draft visibility strategy.

Week 6:            Incorporate review and feedback.

Week 7:            Finalize all deliverables and draft final report.

Week 8:            Final submission of all deliverables.

 

ANNEX 1: Financial offer:

Qualifications and Experience

The Media Firm should possess the following qualifications and experience:

  • Proven experience in media production, including video production and editing.
  • Demonstrated expertise in developing visibility and communication strategies.
  • Familiarity with environmental and climate justice issues in Palestine is an advantage.

 

  • Excellent communication and interpersonal skills.
  • Ability to work independently and meet deadlines.

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Relevance of previous work and experience.
  • Quality and creativity of proposed video concept.
  • Clarity and feasibility of the visibility strategy.
  • Cost-effectiveness.

The selection will be made by We Effect, and the chosen firm will be notified by August 10, 2024.

The Media firm must adhere to strict ethical guidelines:

  • Ensure confidentiality and anonymity of all participants.
  • Obtain informed consent from all participants.
  • Practice cultural sensitivity and respect.
  • Ensure data protection and secure storage of information.
