Monitoring and Evaluation Training Terms of Reference
Background:
Medical Aid for Palestinians (MAP) is a UK registered charity that has been reaching out to the Palestinian communities, striving to deliver health and medical care to those worst affected by conflict, occupation, and displacement. MAP provides immediate medical aid to those in need at times of crisis, while also developing local capacity and skills to ensure the long-term development of the Palestinian healthcare system.
Objective:
Having conducted some M&E training with our local partners, further PMEAL needs have been identified which are common to our local partners. MAP is seeking an experienced M&E specialist to provide training for 7 partners on monitoring and evaluation practices including developing indicators at project level that feed into organizational level and institutionalizing the learning process and deriving lessons learned.
Specific tasks:
Developing training material including presented material and handouts (material developed in English and training delivered in Arabic mainly)
Fundamentals of monitoring and evaluation and learning for projects, including hints on developing qualitative and quantitative indicators and their associated collection tools
Strengthening monitoring, inspection, and evaluation procedures
Hints and recommendations for developing M&E needs per organization
Recommendations for further improvements of the logical framework for projects
Including observation findings in case studies and reporting
Systemizing the learning process as part of the MEAL practices
Deliver a 1-day workshop for MAP partners and staff, including around 30 participants
Write a training report with recommendation for future actions by MAP to support the partners
Share training material and presentation with MAP
Ethical Considerations
As the trainer will be delivering training for MAP’s staff and partners, s/he will be required to adhere to MAP policies and ethical guidelines, including MAP’s safeguarding policy and code of conduct
