Global Communities recently received funding under contract from USAID for the implementation of a new project, the “Active Citizenry Activity” (ACA) - contract No. 72029422C00001.

ACA aims to increase citizens’ civic participation and support efforts to advocate for positive changes and improve overall living conditions for Palestinians by supporting citizens and eligible organizations in the West Bank, Gaza, and East Jerusalem to become more active in public decision making and advocacy for citizens’ rights and demands.

ACA is now issuing this modification to its first Annual Program Statement (APS) to solicit “Grant Summary Applications” from eligible Palestinian civil society organizations (CSOs), community-based organizations (CBOs), independent media outlets, unions, professional associations, and other potential Palestinian partners.  More details about ACA are presented in the APS document.

Applicants must follow the guidance provided in this invitation and in the APS solicitation document. The solicitation process is comprised of the following two main steps:

*Step 1: Submission of Grant Summary Application(s)

Scope of prospective Proposals include activities that contribute directly to ACA’s three objectives where feasible, listed below:

1.  Objective 1: Enhanced governance and institutional capacity of relevant organizations.

2.  Objective 2: Increased participatory community development and civic participation; and

3.  Objective 3: Promoted transparency, accountability, and advocacy efforts where feasible

Solicitation Period: 

This invitation is open for six rounds Deadlines for subsequent rounds are presented in the APS solicitation document.

Evaluation:

The criteria that will be used to evaluate the summary applications are included in the APS document. Grant summary applications will be evaluated on rolling basis, and in order, based on submission date, _until reaching the targeted Number of grants/ budget limit for this cycle.

** Step 2: Invitation for Submission of Full Applications

Only Grant Summary Applications that meet the criteria listed in the APS will be considered to have successfully completed Step 1, and may be invited to submit a full application.

ACA reserves the right to make no awards as a result of this APS.
