Expression of Interest: Potential Partner Scope and Required Competencies for Raedat Project Activities in the South of the West Bank

Global Communities works at the intersection of humanitarian assistance, sustainable development, and financial inclusion to save lives, advance equity, and secure strong futures. We support communities at the forefront of their development in more than 35 countries, partnering with local leaders, governments, civil society, and the private sector to achieve a shared vision of a more just, prosperous, and equitable global community. We work with government, non-government, private sector, and community stakeholders to promote transparency, foster accountability, and access the channels they need to make their voices heard, promote change, and realize their full potential.
Pioneers Raedat Activity is a five-year $35M program funded by USAID. It is a transformative initiative implemented by Global Communities with funding from USAID. It aims to empower women and promote sustainable development in the West Bank, Gaza, and East Jerusalem. By leveraging a participatory approach and engaging local partners, including civil society organizations and the private sector, Raedat Activity aims to create inclusive and equitable opportunities for women. Through evidence-based strategic interventions, Raedat Activity strives to foster safer, more inclusive workplaces, mobilize communities and leaders to drive social and behavioral change, and address gender-based violence and women's protection. Our mission is to enable women to define and pursue their paths, exercise their full rights, and fulfill their potential as equal members of society. Raedat aims to achieve its mission through three interconnected objectives:
- Enhancing Women's Representation and Leadership: Supporting women in vulnerable communities with leadership and economic opportunities, fostering women-led initiatives, providing GBV response, and embedding mentoring and coaching programs in universities, networks, and CSOs.
- Improving Equitable and Safe Enabling Environments: Engaging private sector actors and CSOs to adopt gender equity policies, providing technical assistance (TA), and offering professional internship opportunities for women.
- Promoting Inclusive Social Norms and Change Agents: Utilizing a comprehensive Social and Behavioral Change (SBC) strategy supported by evidence-based surveys, engaging male allies, and raising awareness about GBV.
An integral part of Raedat’s strategy is the establishment and operation of Multi-Activity Centers (MACs) in the southern West Bank governorates. These centers act as comprehensive hubs, delivering critical services and fostering empowerment while advancing the program's three objectives. Specifically, MACs will:
- Develop leadership capacities by providing training and fostering networks.
- Strengthen women’s safety and resilience through emergency interventions.
- Promote economic empowerment through access to financial literacy and entrepreneurial resources.
- Drive social and behavioral change by engaging communities in initiatives that challenge harmful norms.
- Build sustainable community-based networks to advocate for women's rights.
Partnering for Impact
Raedat seeks partnerships with organizations that demonstrate expertise in community mobilization, capacity building, advocacy, and economic empowerment, along with the ability to navigate the complex socio-political dynamics of conflict-affected areas.
Through this partnership, the partner organization will assist in identifying and working closely with other Community-Based Organizations (CBOs) that can serve as locations for establishing and operating Multi-Activity Centers (MACs). These centers will play a vital role in empowering women in marginalized communities and fostering sustainable development through leadership, economic empowerment, and social inclusion.
This document outlines the scope and criteria for identifying partners who align with Raedat’s goals and objectives. Together, we aim to deliver impactful, sustainable solutions that empower women and create inclusive, equitable communities.
- Scope of Work
The Pioneers-Raedat Activity focuses on establishing and operationalizing MACs as inclusive and accessible hubs that empower women in marginalized communities across the West Bank and Gaza. These centers will deliver a wide range of integrated services, fostering leadership, economic empowerment, psychosocial support, and social and behavioral change while promoting gender equality and strengthening women-led networks.
The establishment of MACs involves identifying accessible locations, furnishing and equipping them to meet the needs of diverse women, including those with disabilities, and recruiting and training community mobilizers. Mobilizers will be equipped with leadership and advocacy skills to sustain activities and foster community engagement.
Key interventions (each intervention will be described in detail below) delivered through the MACs include:
- Capacity Building and Economic Empowerment: Women will receive specialized training aligned with market demands to build technical and entrepreneurial skills. These programs will empower women to participate in income-generating activities, manage small businesses, and access financial resources, including small grants. Ongoing coaching and mentorship will ensure their sustained success.
- Psychosocial Support and GBV Services: The MACs will offer trauma-informed counseling, legal support, and psychosocial services to women affected by gender-based violence. Tailored interventions will address the needs of marginalized women, integrating GBV response with broader community support and advocacy efforts.
- Social and Behavioral Change (SBC) Initiatives: Community-led SBC campaigns will challenge harmful norms and promote gender equality. These initiatives will train and engage community members as change agents to lead activities that shift perceptions and behaviors around women's roles and rights.
- Leadership and Change Agent Development: The program will train women and community-based leaders to become advocates for gender equality. Through targeted capacity building and mentorship, these change agents will lead community initiatives that promote social inclusion and justice.
- Women-Led Networks and Sustainability: Women-led networks will be established and strengthened to advocate for systemic changes in their communities. Tailored training in leadership, advocacy, and organizational management will enhance the networks' effectiveness and sustainability.
