POSITIVE YOUTH ENGAGEMENT (PYE) PROGRAM
Call for Proposals
Title of the Call for Proposals: Strengthen Capacities of Civil Society Organizations on Healthy Wellbeing, Emotional Health Support, and Effective Referrals for Youth, Parents/Caretakers, and Social Workers.

Program Background
The Positive Youth Engagement (PYE) Program is a five year, USAID funded program implemented by Mercy Corps and partners. PYE aims to increase the access of marginalized and vulnerable youth friendly services and safe spaces, targeting 50,000 youth and to improve their perceptions about their future life and work by 50% in targeted areas. The program will be implemented in selected areas of the West Bank, East Jerusalem, and Gaza. To meet the goal of transforming vulnerable youth into productive, connected, and contributing citizens. The program will deliver a three-pronged, mutually reinforcing intervention, segmented by gender and age across the targeted communities:
PYE is designed to weaken the push and pull factors that drive youth to violence by supporting their personal well-being, helping them develop skills to lead the lives they choose, and strengthening their positive interactions with the community networks and institutions that serve them, including schools, civil society organizations, and private businesses. In direct partnership with Palestinian youth, the program is reintegrating older youth (15-19 years old) into social and economic life by empowering them to successfully pursue their goals and prevent younger youth (10-14 years old) from becoming isolated and disconnected from social and economic opportunities.
Key Deliverables
The service provider(s) in close coordination with PYE and the network of local partners, will provide the following deliverables:
- Establish at least 16 CBPNs across target localities.
- Develop the integrated strategic approach for capacity strengthening of partner organizations, safe spaces, and target CBPNs.
- Conduct specialized capacity building interventions for 60 mentors and staff members nominated by PYE network of local partners on strategic approach for youth referral and case management, and referral of the most common psychological challenges, safeguarding and protection, psychosocial support, healthy wellbeing for youth, parents, and caretakers.
- Train 60 youth and 60 parents/caretakers on the USAID MindPower self-help toolkit among other tools suggested by the service provider(s).
- Provide mentoring and coaching to trained youth mentors, parents/caretakers to conduct 30 community-based activities on self-help toolkits.
- Conduct 6 one day workshops in the West Bank, Gaza, and EAST Jerusalem to announce the pool of trained youth and parents/caretakers.
- Organize regular meetings including PYE, partner organizations, and the service providers for updates on implementation, challenges, opportunities, good practices, and lessons learned. In addition to reflecting on data for analysis.
- Submit regular updates on implementation, submit technical reports with related financial reports submitted to PYE, and develop a final report including technical insights on this intervention, impact, and suggestions for sustainability of related efforts. Such publications will be developed in line with USAID and MercyCorps communications and reporting, branding, and marking guidelines.
Responsibilities of Mercy Corps through PYE Program
Mercy Corps will provide the awarded service provider(s) with necessary support to undertake and implement this intervention. Such responsibilities include the following:
- Provide relevant documents including work plans, tools, and good practices implemented to date under this component.
- Facilitate communications and collaboration between the service provider(s) and the partner organizations, safe spaces, and youth mentors trained on Profound Stress and Attunement (PSA).
- Provide an orientation to the service provider(s) to MercyCorps tools on psychosocial support entitled “My Teens” for parents/caretakers, and “New Me” for target youth as well as the adopted “Mind Power Toolkit” from previous regional USAID funded programs.
Reporting
The consultant will report to the PYE Senior Wellbeing Specialist, and work closely with the PYE Youth Wellbeing Officer in Gaza, and relevant team members at PYE and the partner organizations. For reporting purposes, the service provider(s) will coordinate with the PYE Communications and Reporting Officer, and for data related matters, the service provider(s) will coordinate with the PYE MEL Advisor. The service provider(s) will develop weekly progress updates, and monthly reports with updates on implementation of the grant including evidence-based data, photography, and success stories and will contribute to the PYE Monitoring & Evaluation Plan as per the agreed to reporting requirements.
Eligible Entities
Applicants eligible to apply are Palestinian non-governmental organizations, who have the necessary capacity to develop and execute the scope of work described in this intervention. All applicants must be legally recognized organizational entities under applicable law and authorized to operate in across target geographic locations. For-profit entities are eligible to apply, but a fixed fee or profit must not be included in the budget.

How to Apply
Interested applicants to send a technical and financial proposals for the work in line with the following guidance:
- Capability statement: How the applicant is structured for the assignment including the CVs of the key personnel who will take part in the implementation.
- Technical Proposal: The applicant’s understanding and interpretation of the Call for Proposals, a detailed methodology on how key deliverables will be achieved and detailed implementation schedule/action plan.
- Financial proposal: Itemized budget proposal that should include the assignment fees and operational costs.
- References: Names, addresses, telephone numbers of the representatives of three organizations that you have conducted similar assignment for, which will act as professional referees.

General Conditions:
The service provider(s) shall consider the following tasks:
- Familiarize themselves with the current operation of the PYE network of national partners and CBOs hosting the safe spaces through field visits, meetings with National partners.
- Coordinate and consult with all stakeholders including the management, staff, local organizations and other relevant stakeholders.
- Coordinate closely with Mercy corps and partners’ representatives at every stage of conducting the assigned tasks.
- The service provider shall carry the services agreed upon in the attached ToR and perform the tasks assigned in a timely manner and shall strive to provide the best quality standard.
- Hereby acknowledge that any and all intellectual property rights resulting in this work under this assignment shall be solely owned by Mercy Corps.
- Conduct all activities in accordance with the applicable local laws and regulations.
