Terms of Reference for Producing a Visual Tool (Documentary)

Within the framework of the project “Strengthening democratic participation of women in Palestine’s local elections through training workshops and youth shadow councils”, which is funded by the Canada Feminist Fund (CFF), and being implemented during the period November 2021 – October 2022, AOWA seeks to procure the services of an external individual consultant to develop a 4/5 minute documentary to generate and share knowledge on good practices, methodologies and lessons learned in the promotion of gender equality and advancing women political participation through men and women engagement. 

The proposed goal of this project is to contribute to increasing investment in young leaders to break discriminatory social norms that perpetuate women’s exclusion in political decision-making positions, and promoting media discourse to support women’s political empowerment and participation in the upcoming local elections.

The documentary, that will be developed throughout the project implementation period, will serve as a tool to present the outcomes of each activity including the gender analysis researching method that are led by young men and women in their communities and the conference.

Tasks and Responsibilities:

The consultant will undertake the following tasks:

1. Conduct consultative sessions with AOWA team to discuss the plan, production progress and to ensure production objectives are established.
2. Review available project information, planned activities and project document.
3. Suggest modes of production content, scenarios, innovative approaches and establishment of details.
4. Submit draft script and production approach for review and approval and shooting/ interview and technical plan. 
5. Submit a report on all the storyboard of the video, including locations, names and contact details of all individuals who will appear in the video, this should be submitted to AOWA’s project coordinator. The report must include a smooth transition between stories, as well as at least one powerful statement by community members.
6. Submit final script of the audio-visual documentation.
7. Document activities from the beginning of the assignment (original pictures and videos) and pictures/videos/media products that will be provided by AOWA.
8. Production of a 4/5 minutes video in coordination with AOWA. 
9. Present the video for review and feedback.
10. Produce 1-minute promotional video and present it to AOWA for feedback.
11. Produce one Info-graphic in PDF format to promote the video/project, obtain feedback from AOWA, and submit the final product (the format should be adaptable to be shared on social media).
12. Edit the 4/5 minutes video, 1-minute promotional video and one info graphic as much as needed, until the product is approved by AOWA.
