• Introduction:

The Jordan Valley, in the West Bank of the Occupied Palestinian Territory (OPT), has the potential to be the Palestinian bread basket, yet restrictions on Palestinians use of land, water, and on building in the valley are keeping them poor while helping nearby Israeli settlements thrive.

Farmers and Bedouins in Area C (the 61 per cent of the West Bank that is under full control of the Israeli authorities and where most settlements are located) live under constant threat that their land will be confiscated and their homes and other assets demolished to make way for illegal Israeli settlements.

Palestinians can use just 6 percent of the land in the Jordan Valley, while Israeli settlers, who account for just 13 percent of the valley’s people, have control over 86 percent of its land. Settlements in the Jordan Valley – illegal under international law – have established industrial farms that produce high value crops for sale in markets locally and abroad, and are supported by a range of Israeli government grants and subsidies that facilitate their growth and sustainability.

Israeli and Palestinian farmers in the Jordan Valley live in close proximity to each other, but their experience are worlds apart.

• Objective:

Produce a broadcast quality documentary that brings to life the different realities of living in Area C by telling the stories of two farmers- one Israeli, one Palestinian – who live and work only a few hundred meters apart, but whose experiences are completely disparate.

Their stories will show the challenges Palestinian farmers face on daily basis due to land annexation in Area C and policies of territorial differentiation, as well as the privileges of settler farmers as they prosper under the conditions set by the occupation.

The final product should aim to be a “fly on the wall” account of these differing realities in a compelling, sensitive and understandable way. Ensuring viewers with little or no understanding of Area C of the West Bank and the people who live there walk away with a better knowledge and a fervour to act.

• Scope of Work:

Service provider should provide powerful and broadcast quality short documentary as part of an upcoming Oxfam campaign on land rights in the OPT, the service provider will also have the capacity to investigate distribution opportunities of the product in Atlantic and European markets via social media and major online publications and outlets.

The film should be between ten and 15 minutes will the possibility to edit into shorter vignettes for online use.

• Deliverables:

Service Provider should submit the following items to OXFAM:

• A research report with potential characters including contact information, stories and proposed creative elements. Oxfam can assist in connection with potential characters if necessary.
• master copy of a character-driven 20 min cinema quality subtitled short documentary with licensed music, sound mix and English subtitles telling the story of life in Area C by the two different populations who live side by side.
• a clean version with no titles
• mixed soundtracks in 3 separate files (interviews, sound effects, music)
• music licenses and characters’ consents-
• rushes
• A pre-production landscape analysis identifying publication partners and placement opportunities.

• Application:

Interested applicants are requested to submit the following documents:

• Qualifications

• company profile
• samples of work in similar requested context, with high-quality character-driven style and storytelling.
• Proven capacity to access and film Israeli settlers as well as Palestinians and display sensitivity doing so
• Proven capacity to distribute and market films

• Technical Offer

The technical offer must include the following:

1. A comprehensive production and distribution action plan.
2. An estimate of outreach and potential distribution partners.

• Financial Offer

A detailed financial offer indicating a flat rate covering all above deliverables and all equipment and daily expenses including travel and accommodation. The amount excluding VAT  (VAT Exempted) , which may apply. Oxfam will not issue any additional expenses or reimbursements. The financial offer should be in USD.

• Payment

A payment plan will be developed upon consultation and agreement with the selected company/individual prior to signing the service contract. Payment instalments will be issued upon receipt of deliverables as agreed between Oxfam and the selected candidate and after submitting an official invoice (VAT Exempted invoice.

CONDITIONS

• Ownership and Use of Photographs and Video Footage

1.   For purposes of copyright and usage, the term 'Oxfam' includes the member agencies of Oxfam International. You will retain copyright in the photographs and footage, but assign to Oxfam the copyright (and any other intellectual property rights) in any captions, stories or other material you write in the   course of this assignment.

1. 1. In consideration of the fee set out above, Oxfam will have the non-exclusive right in perpetuity, in any format, to store all photos and footage in its internal database and use and supply them to others to use for any purpose described in the Terms of Reference or which otherwise furthers its objectives.  This includes using the photos or footage in Oxfam’s own publications or websites and those it sponsors; and in publications or websites about Oxfam and its concerns (including local and national media, inter-agency materials and internet web-sites) and for display. Oxfam is excluded from commercial exploitation of the photographs in non-Oxfam publications.  
   2. Oxfam may crop, resize or otherwise alter the photographs, and may edit the footage as may be necessary to store and use them in the manner set out above, as long as this does not prejudice your reputation.
   3. You will be free to make use as you wish of all images, footage and accompanying captions, stories and other material which you write, as long as this does not inhibit use of the images or accompanying material by Oxfam or in any way prejudice Oxfam's reputation.  
   4. All information you gather during the assignment about Oxfam and its work is confidential to Oxfam.
   5. Oxfam shall credit you as the photographer in all use it makes, and shall in any permitted agreement with other people include an obligation on them to do the same. Oxfam may edit the photographs to the extent that the medium makes it appropriate to do so, e.g. resizing/cropping, while exercising reasonable endeavours to maintain the artistic integrity of the images.  
   6. You warrant that any work you provide to Oxfam in the course of the assignment shall not infringe the intellectual property rights of any third party, and shall be your own original work (except where you agree with Oxfam to involve other agents, in which case you will obtain a licence/assignment to Oxfam from the agent on similar terms as set out in paragraphs 2a – 2g).

• Your Undertakings

1. You undertake that any news release or other approach to the media that you intend to make in relation to the Assignment or your relationship with Oxfam will be approved in writing prior to the approach by Oxfam’s Media Unit.  You agree that at least one representative of Oxfam will be entitled to attend any news conference or other publicity event that you arrange in connection with any Assignment.
2. You may not use Oxfam’s name for any purpose beyond the performance of your obligations to Oxfam, unless you have first obtained consent in writing for the use from Oxfam.
3. You acknowledge that it is your responsibility to obtain all necessary work permits and visas to undertake the Assignment.

• Informed Consent

1. Before you take any photographs or footage of people please ensure that you have received informed consent to do so (this does not have to be written it can be verbal). Explain the purpose of your visit and ensure that they understand that their photograph, name and opinions may be used in Oxfam on and offline publications and all other media used to communicate about Oxfam’s work.
2. If the person is under 16 where possible you should approach the parents for consent.
3. If appropriate, take examples of Oxfam publications with you to aid these discussions.

• Confidentiality

1. If confidentiality is a concern for the person being photographed seek alternative ways to represent their story whilst hiding their identity (e.g. avoiding faces, with close up hand shots, silhouettes or by agreeing an alias).
