Background
Organizational Background: The East Jerusalem Young Men's Christian Association (EJ-YMCA) founded in 1948, is a vibrant and integral part of the Palestinian social movement and a leader among Palestinian Non-Governmental Organizations. It is an independent, neutral and professional organization, affiliated with the global YMCA movement. As a member of the World Alliance of YMCAs, the EJ-YMCA is committed to a unique vision of community, based on the universal values of human dignity, peace, and justice.
The EJ-YMCA is deeply rooted in the Palestinian society and runs a variety of programs based on local priorities in areas of: vocational and technical training (TVET), economic empowerment and employment, rehabilitation and mental health, advocacy, youth participation, and women empowerment.
EJ-YMCA is implementing a project titled “Creating Circles of Protection and Care of children and their families Affected by Conflict Violence and Rights Violations” with Save the Children that aims at providing mental health services and psychosocial counseling for children and families living in areas targeted within this project. In addition, the project is a response to the protracted political situation in the oPt that continues to affect the lives of Palestinians and creates a humanitarian protection crisis that creates a devastating impact on the safety and well-being of Palestinian children and families.
Following output 3.1 “Children and partner having increased capacity to hold duty bearers accountable for rights violations utilizing CAAC data”, and in the framework of the advocacy awareness campaign related to Mental Health Awareness Week, EJ-YMCA intends to contract a qualified media company to produce highly quality media materials as per the information provided below.
Objective of the Assignment
The objective of the assignment is to produce high quality media materials that can reach the intended audience with clear and effective messages to raise awareness on Mental Health.
Tender Purchasing:
The YMCA - East Jerusalem invites qualified and registered suppliers who wish to participate in this tender to purchase a copy of the tender documents for a non-refundable 150 ILS from Thursday, the 4th of April 2024 till Monday the 15th of April 2024 between 9:00 AM to 2:00 PM at the following YMCA - Rehabilitation Program offices:
- Bethlehem: YMCA Street
- Tulkarem: Al Hadadeen Str. – Basem Kharouf building
- Hebron: Ein Sara – Al Isra’ Building 1st Floor
- Ramallah: Al Beireh – Al Madares Str. – Hamodeh Al Derawe Building – 1st Floor
- Nablus: Aloul and Abu Salha Building – Shaikh Muhammad Tufaha Str. – 7th Floor
- Jenin: Hay Al-Bustan – Yahya Ayyash Round
Submission of proposals:
- All offers shall be submitted in 2 separated sealed and stamped envelopes for the technical and financial offer no later than Thursday the 18th of April 2024 at 1:00 PM to the following address:
EJ-YMCA Rehabilitation Program – YMCA Street – Beit Sahour.
Submission Requirements:
Technical proposal
- Personal CV for all staff involved
- Past experience from similar projects; should have at least 5 years of relevant experience with diverse staff. In addition to provide portfolios for the previous production work.
- Motivation letter with at least 1 recommendation letter of previous employer.
- Suggested sample of the logo and slogan for the campaign “اكسر صمتك”
Financial proposal
- The offer must be submitted in ILS excluding VAT.
- The service provider must be able to submit a valid Deduction at Source Certificate and a tax invoice. Otherwise, EJ-YMCA will deduct income tax rate and submit to Income tax department on behalf of the service provider according to regulations valid.
Important Notes:
- EJ-YMCA reserves the right to reject all bids, and to decide not to pursue this procurement.
- EJ-YMCA reserves the right to split the bid.
- EJ-YMCA is not obliged to procure the lowest priced offer, when the lowest price does not offer the best overall value and all other factors considered.
- EJ-YMCA has the right to cancel or re-tender this TOR without explaining the reasons.
- In addition to reviewing the financial and technical applications, EJ-YMCA will review the qualifications of the specific contractor/ individual(s) wishing to fulfill the role.
- EJ-YMCA may select more than one consultant to complete the full scope of this TOR.
- All Documents must be submitted signed and stamped.
