The Palestinian Youth Association for Leadership and Rights Activation - PYALARA is seeking to contract experienced and competent firm/company/ producers to produce 10 dynamic - web episodes, 10 documentation videos within the project " STEPS: Strategize, Target, Empower, Practice and Succeed", which is implemented by PYALARA in partnership with GIZ and funded by the German Cooperation
About PYALARA:
The Palestinian Youth Association for Leadership and Rights Activation (PYALARA) established in 1999 as a youth-oriented organization that seeks to empower young female and male Palestinians aged 13 to 25 in the West Bank, including East Jerusalem, and Gaza Strip.
The issue of youth rights, participation, social entrepreneurship, and inclusion in the decision-making processes at the local and national levels is at the core of PYALARA’s work.
PYALAR also aims to activate and enhance the capacity of young Palestinians especially in the marginalized areas to serve as agents of social and political change inside their communities and the society at large.
PYALARA has been working snice its establishment to create a media culture in Palestine. In fact, PYALARA was the first organization that provided the Palestinian youth with media platforms, both print and visual, to make them able to express their problems and issues and make their voices heard by officials and decision-makers. For this purpose, PYALARA published the first youth newspaper in Palestine "Voice of Palestinian Youth" and produced the first youth television program called "Ali Sawtak" and "Talat Maqdisiya" " and other media productions.
Project:
STEPS project is implemented by PYALARA in partnership with GIZ and funded by the German Cooperation.
STEPS is initiated by PYALARA to address the problem of lack of young Palestinians' participation and engagement in the decision-making processes through dealing with major barriers that hinder young Palestinians engagement in social, political, cultural or environment interventions.
PYALARA will empower and build capacity of 40 young multipliers identified and selected from Palestinian universities, CBOs and NGOs as well as from activists' groups in the 10 target areas, 4 young Palestinians per location.
The trained 40 young multipliers will activate and coach 120 young Palestinian in the targeted location (with 12 young people in each location) to brainstorm with their community members major issues related to them and their community, and will work together on one major issue in each targeted location that they will implement as initiative in their locations.
The 10 initiatives, with 7 in the West Bank and 3 in Gaza) will be documented visually and disseminated in the different social media platforms and will be part of a special TV program that would be developed based on CUT style.

Project Objective:
Tue project seeks to improving the overall situation of young Palestinians and community members in 10 targeted locations in the West Bank, East Jerusalem and Gaza through enhancing young Palestinians engagement in digital safety and social, political, cultural or environmental interventions.
Specific Objective:
Empowering and enhancing capacity of scores of young Palestinians who will lead the digital and non-digital initiatives
Enhancing young Palestinians participation and engagement in community issues
Scope of work:
Media Productions:
Production of 10 dynamic web-program episodes, CUT Style:
Output: 10 episodes “CUT” style edited
Objective: Increase the outreach of the initiatives and to increase their impact.
Themes: to be identified later by PYALRA team
Storyboard: to be prepared in consultation with PYALARA
Duration of each episode: 5-10 minutes /each episode
Treatment and style: all the episodes must be edited on a “cut” style
Target Audience: The Palestinian society in all its categories
Filming locations: inside studio with white background
Timeframe: April 2023 – July 2023
Production of 10 documentation short videos for 10 initiatives (7 in the West Bank, 3 in the Gaza Strip)
Output: 7 documentation videos from the West Bank and 3 documentation videos from Gaza
Objective: Indicatives for the youth as tools of change
Duration: 3-5 minutes
Location: The West Bank and Gaza
Timeframe: April 2023 – July 2023
Expected Deliverables:
The total contract period for the consultancy will be six months from January 2023 to June 2023. Within this timeframe and with close coordination with PYALARA, the following deliverables are to be completed as per the tentative timetable below:
10 dynamic web-program through short episodes edited with “CUT” style
10 documentation videos for 10 initiatives (7 from the West Bank and 3 from Gaza)
PYALARA responsibilities:
Coordination and selection of the target groups involved in the TV episodes, reports and documentary films
PYALARA will select the themes for the web program episodes, reports, Vox pops, and the short films
Select the presenters for the episodes
Follow up with the second party the provision of the service within a period of time to be agreed upon between the two parties.
Required Qualifications
Company profile (including proven experience of at least 2 years in the field of TV production)
Required equipment and supplies required for the production is the responsibility is the bidding company or individuals
Intellectual Property:
All information, rushes, raw footage and associated materials related to the assignment as well as outputs produced under this contract shall remain the property of PYALARA who shall have exclusive rights over their use. The products shall not be disclosed to the public nor used in whatever format without written permission of PYALARA in line with the national and International Copyright Laws applicable.

Financial offer should clearly indicate the detailed costing and fees related to the above-mentioned deliverables.
Prices must be in both currencies EURO and New Israeli Shekels excluding VAT (the project is tax exempted)
Providing Zero VAT tax invoice along with a copy of source deduction “خصم المصدر” is a must
Offers shall be valid for a period of 30 days after the submission deadline
Publishing and advertising fees of the RFPQ is the responsibility of who wins the tender
