The Palestinian Youth Association for Leadership and Rights Activation - PYALARA is seeking to contract an experienced and competent firm/company/ producers to produce 12 episodes of TV program, 2 awareness videos, and 4 initiative documentation videos within the project "Toward increase Social Responsibility of Palestinian community and higher accountability of Duty Bearers: Consolidated Efforts to Combat GBV and Discrimination of Marginalized Palestinian Women", which is implemented by PYALARA in partnership with The Women’s Centre for Legal Aid and Counselling (WCLAC) and funded by the UN Trust Fund(UNTF)
- About PYALARA:
The Palestinian Youth Association for Leadership and Rights Activation (PYALARA) established in 1999 as a youth-oriented organization that seeks to empower young female and male Palestinians aged 13 to 25 in the West Bank, including East Jerusalem, and Gaza Strip.
The issue of youth rights, participation, social entrepreneurship, and inclusion in the decision-making processes at the local and national levels is at the core of PYALARA’s work.
PYALAR also aims to activate and enhance the capacity of young Palestinians especially in the marginalized areas to serve as agents of social and political change inside their communities and the society at large.
PYALARA has been working snice its establishment to create a youth media culture in Palestine. In fact, PYALARA was the first organization that provided the Palestinian youth with media platforms, both print and visual, to make them able to express their problems and issues and make their voices heard by officials and decision-makers. For this purpose, PYALARA published the first youth newspaper in Palestine the "Youth Times" and produced the first youth television program called "Ali Sawtak" and "Talat Maqdisiya" " and other media productions.
- Project:
The Palestinian Youth Association for Leadership and Rights Activation” PYALRA” is working in partnership with Women’s Centre for Legal Aid and Counselling (WCLAC) to implement the project “Toward increase Social Responsibility of Palestinian community and higher accountability of Duty Bearers: Consolidated Efforts to Combat GBV and Discrimination of Marginalized Palestinian Women”. The project is implemented in the West Bank and Gaza and funded by the UN Trust Fund.
Project Objective:
The project aims to increase the awareness of the entire Palestinian community on Family Protection Law through advocacy and media campaigns, including awareness videos and web-program episodes shed light on stories of women survivors of violence and femicide. The project aims to protect women who suffer from GBV in the governorates of Tulkrem, Tubas, Nablus, Ramallah, Bethlehem, Jericho, Hebron, and the Gaza Strip and support access to their rights by engaging the Palestinian youth in these efforts.
- Scope of work:
Media Productions:
- Production of 12- episode TV program:
Output: Production of 12- episodes with10-12 minutes each.
Objective: The episodes will be produced as part of “Open your Heart “Iftah Li Qalbak” TV program to provide viewers with the necessary tips on how to deal with certain emergency situations.
Themes: to be identified by PYALRA team
Storyboard: to be prepared in consultation with PYALARA
Duration of each episode: 10-12 minutes
Treatment and style: TV talk show program
Subtitling: Translation to English and subtitling
Target Audience: The Palestinian society in all its categories
Filming locations: inside studio with experts and guests who will be invited to take part in the discussion.
Timeframe: the TV episodes are expected to be produced from 1 February 2024 to 31 July 2024.
- Production of 2 awareness short videos:
Output: 2 awareness short videos
Objective: To provide tips on how to deal with emergency situations
Duration of each video: 3 minutes each
Treatment: The themes of the videos will corelate with the current situation (tips on how to deal with emergency situations).
Subtitling: Translation to English and subtitling
Target Audience: The Palestinian society in all its categories
Output: 2 awareness videos of 3 minutes each
Timeframe: the awareness videos are expected to be produced between 1 February 2024 to 31 March 2024.
- Production of 4 documentation videos for 4 initiatives in the West Bank
Output: 4 documentation videos
Objective: Documenting 4 initiatives aiming at reducing stress and tension amongst children and mothers resulted from the current situation.
Subtitling: Translation to English and subtitling
Duration: 3-5 minutes
Location: The West Bank
Timeframe: the documentation videos are expected to be produced between 1 February 2024 to 31 July 2024.
- All short videos and spots will be disseminated and boosted on several social media platforms
- Expected Deliverables:
Within the agreed-on timeframe and with close coordination with PYALARA, the following deliverables are to be completed:
- 12 episodes of TV talk show program with 10-12 minutes each
- 2 awareness short videos
- 4 documentation videos
- PYALARA responsibilities:
- Coordination and selection of the target groups involved in the TV episodes, reports and documentary videos
- PYALARA will identify the themes for the TV program episodes, reports, Vox pops, and the short videos
- Follow up with the second party and supervise the provision of the service within a period of time to be agreed upon between the two parties.
- Required Qualifications
- Company profile (including proven experience of at least 2 years in the field of TV production)
- Required equipment and supplies required for the production is the responsibility of the bidding company or individuals
Intellectual Property:
All information, rushes, raw footage and associated materials related to the assignment as well as outputs produced under this contract shall remain the property of PYALARA who shall have exclusive rights over their use. The products shall not be disclosed to the public nor used in whatever format without written permission of PYALARA in line with the national and International Copyright Laws applicable.

- Financial offer should clearly indicate the detailed costing and fees related to the above-mentioned deliverables (production and boosting).
- PYALARA has the right to split the contract
- Prices must be in New Israeli Shekels including VAT
- Publishing and advertising fees of the RFPQ is the responsibility of who wins the tender
- Possibility of providing tax invoice along with a copy of source deduction “خصم المصدر”
- Offers shall be valid for a period of 30 days after the submission deadline
