Programme End-line Evaluation
for external evaluation of We Effect Programme results.

Objective of the Evaluation
The overall objective of the programme evaluation is to assess programme results in relation to
below identified parameters. The findings should guide We Effect and partners for the upcoming
programme planning 2023-2028 through identifying lessons learned as well as recommendations
based on the programme evaluation findings.
Specifically, the evaluation will:

• Provide an independent assessment of the results achieved in the programme based on
existing plans.
• Provide lessons learned from the programme period.
• Assess findings and recommendations to improve our programme strategies and impact.
• Suggest adjustments and changes relevant to the future programme.
• Provide recommendations to enhance our programme’s approaches on cross-cutting
issues; (gender, Environment Climate Change and Resilience (ECCR), organization
development etc.).
• Update multi-sectorial poverty analysis and recommendations.
