ABOUT OXFAM

Oxfam is a registered International Non-Governmental Organization. It is a member of Oxfam International, an international confederation of 17 organizations working together in 98 countries with partners and other allies around the world. 

Oxfam focuses its activities on providing a comprehensive response to poverty, working cohesively in the four areas that constitute its identity: development cooperation, humanitarian action, faire trade, social mobilization, campaigns and education for global citizenship. 

PROJECT BACKGROUND

Oxfam in partnership with MA’AN Development Centre is implementing a one-year Humanitarian project which addressed the food insecurity and protection of targeted vulnerable HHs. The project implemented in the North of Gaza and Gaza City includes three main thematic pillars; namely, food security and livelihoods, gender and protection, advocacy and influencing. 

Under the food security pillar the project provided fresh food vouchers to 300 households (HH) who are affected by protection, 50 of them were also provided with cash to create income generating activities (IGAs). Additionally, the project targeted 213 HHs with child protection issues with cash support to cover specific protection needs and minimize the impact of protection threats.  Moreover, 50 Gender-Based Violence (GBV) survivors have been targeted through IGAs, leadership trainings and GBV Awareness program.

Finally, Oxfam is carrying out a research and influencing activities on social protection in Gaza which will not be part of this evaluation.

In Gaza, food insecurity is driven by high rates of poverty resulting from unemployment, which is in part due to the ongoing Israeli access and movement restrictions, as well as high prices for food and economic shocks. The high level of food insecurity in the Gaza Strip is expected to increase in the coming years, especially with the continuation of the blockade, budget cuts to UNRWA and other NGOs in Gaza.

Oxfam has been implementing food voucher projects targeting vulnerable and food insecure households in Gaza for typically a duration of six months. Using electronic system (RedRose) Oxfam has been working on improving the access of beneficiaries to the assistance, ensuring dignity and flexibility, and ensuring transparent and accessible feedback mechanisms.  Oxfam through its partnership with MA’AN Development Centre has also been increasing efforts in achieving better targeting of beneficiaries providing a tailored response that can achieve more relevant results in their lives. This project integrates food insecurity problems, and its negative consequences, and protection related concerns affecting women and children, into the humanitarian response. Part of Oxfam’s food security and livelihoods framework is to work on achieving resilience to beneficiaries and communities whenever possible this is particularly illustrated in its design of the integrated approach and also in designing a component of cash for livelihoods (named as Income Generating Activities). This approach targets the vulnerable population but who have demonstrated capacity in realizing their project ideas that can enable them to meet their basic food needs and other basic needs. 

Oxfam has also introduced a methodology in supporting HHs facing protection risks to respond to urgent needs with services and materials that are available in the market and can be access through cash support under a cash for protection modality. 

Oxfam, funded by DGD, and its partner MA’AN Development Centre implemented humanitarian response project which includes food security, child and GBV protection, and advocacy interventions explained below.
