 PURPOSE OF THIS RFQ:

This evaluation is expected to assess and document post intervention situation of the project at the middle of the intervention in terms of: Relevance, Effectiveness, Efficiency , impact, sustainability and coherence

The mid- term evaluation shall specifically seek to achieve the following:

• To assess the relevancy of implemented actions to the needs of the targeted groups.
• To study the effectiveness of the project main outputs and outcomes.
• To study the cost efficiency in supporting the IGAs by cash.
• To identify the level of sustainability to each implemented activities and why.
• To identify the achieved short term impact and the expected medium to longer term impact.
• To evaluate the intervention strategies and then compare it with the protection cluster objectives and cash working group guidelines.
• To assess the degree to which the interventions achieved the desired changes and the planned outcomes and objective.
• To assess the inclusiveness of targeted groups and the integration of the project activities.
• To explore Learning and areas for improvements, in addition to extract significant success stories/ stories of change guided by the project partner staff and document it.
• To assess key internal and external factors within the project scope (positive and negative) that contributed to, affected or impeded program progress.
• To assess the environmental impact/Risks resulted from the action (Both positive and negative)
• To identify and document key lessons learnt, good practices and recommendations for the future interventions.
• Capture change beyond what the project has anticipated by focusing on the wider systems and identifying unexpected impacts.
• To propose updated intervention logic frame.
