Terms of Reference of the Final External Evaluation

Context and usefulness of the Evaluation:

Since 2011, APEFE has been supporting BASR focusing on promoting the rights of persons with disabilities in the most disadvantaged areas of the West Bank / Palestine. The 2017-2021 strategy focuses mainly on improving access to essential services including medical, rehabilitative, educational, vocational and psychosocial services. To achieve that, the focus has been given to building the capacities of BASR teams including CBR, community centers and nursing staff to ensure quality and sustainability and supported its endeavor to transform into a national resource center for disability. Started in 2011, the program has offered support for community centers to promote access to education and vocational training for children and adults with disabilities. The program adopted the CBR strategy, which seeks to protect and promote the rights of persons with disabilities as an integral and indispensable part of the human rights system, develop service provision and remove all the barriers that hinder their inclusion in their local communities on equal footing with others.

After many years of implementation of Community Based Rehabilitation program, APEFE and BASR plan to evaluate it to determine the progress made towards inclusion of PWDs and assess whether there is a real shift to which the program contributed.

The final evaluation will be carried out after the introduction of a new 22-26 program with the Belgian authorities for a new phase focusing on inclusive education, socio-economic inclusion and empowerment of people with disabilities, in particular children and young people.

In accordance with the commitments undertaken with the APEFE's local partners and the Belgian state, the interventions implemented by the APEFE are subject to mid-term and final evaluations as mentioned in article 44 of the royal decree of September 11, 2016 concerning non-governmental cooperation.

The final external evaluation that is the subject of this contract:

  • is in line with the APEFE's obligation of accountability towards taxpayers and the funding body, the Directorate-General for Development Cooperation (Belgian Federal Development Cooperation);
  • is in line with a desire and a responsibility on the part of the APEFE to provide reporting to its partners, target groups and beneficiaries;
  • measures the program performance in a summative way.
  • is intended to be formative because it will contribute to internal learning and to any strategic, methodological, administrative and financial decisions and approaches in order to consolidate the results to be achieved and the sustainability of the benefits of the program.

By drawing from lessons learned and good practices, the evaluation will be useful to APEFE to improve its program formulation, implementation, and monitoring-evaluation practices. 

The evaluation will be of great benefit for the CBR in terms of improving the implementation of the 5 years program, ensure quality and sustainability of the program components, and open spaces for strategic thinking and planning for future trends and interventions.

  • The evaluation aligns with APEFE and BASR commitment towards promoting the rights of PwDs. The evaluation help program stakeholders ( Community centers, local authorities, DPOs…) to:
  • make necessary adjustments based on the recommendations,
  • ensure the best possible consolidation from the results achieved by the program
  • manage potential risks remaining from the current program,

The Scope of the Evaluation:

The evaluation will focus on the program “Promoting Inclusive Development for People with Disabilities in the West Bank (Palestine)” and its four outputs. The evaluation will focus on the implementation period between January 2017 to September 2021 taking into account that the program has started in January 2017 and will continue until the end of December 2021.

It will focus on the capacity development provided to the direct partner, BASR, and the other stakeholders involved in the program including community centers, DPOs, SHGs, and local authorities in the southern districts of the West Bank, namely Bethlehem and Hebron.

 

The composition of the mission

The Evaluation team is expected to be composed of 2 experts.

Profile and responsibilities of the team leader consultant

Profile:

  • Master or PhD-degree preferably in social sciences or any other relevant field;
  • At least 10 years of professional experience ;
  • At least 3 similar evaluations of institutional or civil society projects in relation with human rights and/or disabilities in the MENA region.
  • Knowledge of community-based development strategies
  • Knowledge of the Rights-Based Approach to Development
  • Knowledge of the needs/challenges of working with vulnerable populations, specific knowledge of the disability and development will be considered a plus
  • Have sound knowledge of evaluation and data-collection methods, familiar with the participatory approach;
  • Knowledge of result based management;
  • Mastery of basic office software (Word, Excel, PowerPoint);
  • Be able to communicate effectively in Arabic and English.
  • Have previous proven working experience in Palestine.

Tasks

The team leader  consultant is responsible for her/his findings, conclusions, and recommendations. S/he is in charge of the following tasks:

  • Coordinate the evaluation team;
  • Supervise the drafting of the evaluation report, guarantee technical quality;
  • Ensure that all relevant stakeholders are involved in the mission;
  • Ensure the assessment of the basic criteria ( efficiency, effectiveness, sustainability);
  • Edit and complete the evaluation report.

Profile and responsibilities of the second consultant

Profile:

  • Master or PhD-degree preferably in development studies , social sciences, public policies, human rights or any other relevant field;
  • At least 8 years of professional experience  and previous experiences in disability issues in Palestine
  • Good experience in project evaluation and familiar with the participatory approach in the MENA region.
  • Knowledge of the Rights-Based Approach to Development and knowledge of the needs/challenges of working with vulnerable populations, specific knowledge of the disability and development will be considered a plus
  • Be able to communicate effectively in Arabic and English.
  • Have previous proven working experience in Palestine.

Quality of the evaluation

The evaluation service and the final report will be subject to a quality evaluation by APEFE and BASR.

Criteria for bid selection

Offers presenting an expert who does not have the required profile will be rejected.

Bid selection will be carried out by a committee within APEFE based on the following criteria:

  • Criteria 1 : Methodology; understanding and interpretation of the terms of reference and the context; relevance and realism; compliance with the timeframe
  • Criteria 2: Financial bid
  • Criteria 3 : Profile of the evaluators (training, skills, experience) and modalities of work
  • Criteria 4 : Clarity and presentation of the bid

The content of the bid:

  1. A technical offer including:

An understanding and interpretation of the context and terms of reference

The description of the process, the approaches and the methodology to perform the evaluation methodology to perform the evaluation

The composition of the team: presentation of the evaluators, their experience and modalities of work

A proposed detailed timeframe for the final evaluation.

A financial offer detailing the budget (eligible costs: fees including all charges, intellectual output, accommodation expenses, local subsistence expenses, expressed in people/day, visa fees, international and national transport expenses, and travel documents);

  • An annex including up-to-date curriculum vitae and the administrative documents requested.
