Terms of Reference: Psychosocial support to address COVID-19 in Palestine through Sports
Duration: September 2020 -February 2021
Background
The current COVID-19 outbreak has a profound impact, not only on the health and economic situation, but also on the psychosocial well-being of societies across nations. In the current context of the lockdown in Palestine and restriction of movements, children have limited socialization, physical contact, and fewer opportunities to play than any previous generation, all of which are critical for their psychosocial wellbeing and cognitive development. School closures are preventing children from access to education and limiting their interactions with peers. Children may feel confused and at loss with the current situation, leading to fear, frustration, anger and anxiety.
UNESCO Ramallah Office is supporting the Ministry of Education in the implementation of its National Response Plan for COVID - 19 where four thematic areas of interventions have been identified, including Distance Learning, Hygiene, Infrastructure and Psychosocial Support. In this regard, recreational and fun activities, including but not limited to different sports, folklore dance, storytelling, music and drama have been agreed with the Ministry of Education to mitigate part of the psychosocial impacts of COVID-19 on the well-being of students.
In this call for proposal, UNESCO Ramallah Office is planning to conduct sport and mindfulness activities in 10 selected schools in West Bank as a powerful means to mental health, well-being, cognitive development, positive-attitudes and behaviors as well as physical fitness of students while they are in lockdown and beyond that when they are back to school. Trauma sensitive and responsive sport programs can be powerful in helping communities, including children to connect and heal. These programs can empower children and youth, especially the most vulnerable and marginalized, to promote tolerance and share values of respect, empathy, and fairness.
Therefore, under the overall authority of the Head of UNESCO office and the direct supervision of the Head of the Education Unit and in coordination with the Senior Education Programme Officer, the contractor will:
Design a work plan and implementation schedule for developing virtual and in person trauma and trauma-responsive sport and mindfulness activities, including instructions for healthy living, psychosocial support, mental health and wellbeing, COVID-19 awareness and protection measures. The activities could include yoga, Thai Chi, breathing and meditation exercises, which help to find balance and deal with stressful situations.
Conduct training of trainers (TOT) (virtual and in-person for PE teachers in the selected schools on the following topics:
How to use sports and mindfulness to enhance children and youth's mental health and wellbeing with a focus on games and effective techniques to lower stress.
How to use sports to raise children and youth’s awareness on COVID-19 and protection measures
How to use digital or virtual sports in case of lockdown to keep the children and youth connected and maintain their mental health and wellbeing giving them emotional support
Organize sports events and competitions in the school for student ages 12-14 and 14-16
In person events at school
Virtual and - online events with challenges and quizzes
Payment Schedule:
First payment –Upon submission of a comprehensive work plan for developing virtual and physical sport activities, including timeframe, by 30 September 2020.
Second payment upon submission of narrative and financial reports by 28 February 2021.
