RAM/2023/ED/TK/232 : The Development of an Operational Manual for the TVET youth led innovation hubs established by UNESCO
Technical and Vocational Education and Training (TVET) sits at the intersection of education and the world of work, thus plays a crucial role in economic and social development. TVET as a key component of education is highlighted under the Sustainable Development Goal (SDG) 4 on quality education and lifelong learning in the Target 4.4 “substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent jobs and entrepreneurship” while it is also featured in the SDG 8 on decent work and economic growth in the Target 8.6 “substantially reduce the proportion of youth not in employment, education or training.”
UNESCO recognizes the importance of enabling entrepreneurship as a driver of sustainable economic growth, innovation, and job creation. Preparing people to flourish in sustainable enterprises is therefore a priority for the whole education system and especially TVET. Entrepreneurial learning aims to promote creativity, innovation, and entrepreneurial mindset which equips youth to access and thrive in the world of work and supports their personal development.
UNESCO Ramallah, as a lead agency for the SDG 4 in Palestine, supports the country in advancing the TVET agenda. Currently, implements the TVET4Future project that aims at Increasing TVET Competencies for Youth in the Palestinian Labour Market, funded by the Government of Belgium through Enabel - the Belgian Development Agency, focusing on the following aspects:
-Fostering youth employment and entrepreneurship.
-Promoting equity and gender equality in the TVET sector.
-Facilitating the transition to green jobs\economies.
Through TVET4Future, UNESCO has launched three TVET youth led sectoral innovation hubs in 2022: 1- Tourism Innovation Hub “TIH” in Bethlehem University, Tech Innovation Hub “ConnecTech” in Gaza in University College of Applied Science (UCAS), and Fashion Design Innovation Hub “Darze” in Nablus in Hisham Hijjawi Technical College. The TVET youth led innovation hubs are designed to provide an enabling co-learning and co-working environment where young people participate in a wide range of activities that encourage collaboration, networking, and innovation while acquiring skills and competences that can lead them through a pathway to employment and economic empowerment. The three innovation hubs target TVET graduates and youth with TVET business ideas. over 1000 youth, young women and youth with disabilities have benefitted from the wide range of programmes provided at the three innovation hubs:-
-Skills development packages in Entrepreneurship, 21st century skills and green skills.
-Sectoral Work Based Learning programmes as per the market needs.
-On-job training and coaching programmes with a focus on young women.
-Youth with disabilities coaching and job linkages programmes.
-Promotion of youth led startups and green businesses through financial and nonfinancial services.
Under this project, UNESCO will develop an operational manual for the TVET youth led innovation hubs to ensure consistency, and efficiency, while also serving as a valuable resource for knowledge sharing and transfer, quality control, and sustainability.
