For the Selection of an Individual Consultant to Conduct Rapid Media Context Analysis in the West Bank and East Jerusalem under The Pioneers Raedat Activity

Background

Global Communities is seeking a short-term Individual Consultant to Conduct Rapid Media Context Analysis in the West Bank and East Jerusalem. This consultancy is implemented under the USAID-funded West Bank/Gaza Pioneers-Raedat Activity. This five-year $35M program is intended to leverage women’s potential to create ripple effects that shift gender-based power relations within the Palestinian community. Gender issues are a critical concern in the West Bank, significantly influencing societal norms and perceptions. Media plays a pivotal role in shaping these narratives. Therefore, there is an imperative to conduct a rapid media context analysis to gain insights into the prevailing narratives and perceptions surrounding gender issues. Additionally, it is crucial to identify media specialists who can be trained to create gender transformative media content or who can be the media outlets allies aiming at achieving a more gender sensitive media context. The rapid media context analysis will provide us with a comprehensive understanding of the prevailing narratives and perceptions around gender issues in the West Bank and East Jerusalem. This will enable us to develop informed strategies and messages that resonate with the local context. Identifying media specialists who can be trained to produce gender transformative media content will enhance our capacity to influence and shape public discourse on gender issues through the media. By gaining insights into the media landscape, we can tailor advocacy efforts and awareness campaigns more effectively to promote gender equality and challenge harmful stereotypes. Engaging media specialists and stakeholders in the analysis will foster collaboration and partnerships, strengthening our collective efforts to address gender issues. The findings from the analysis will serve as a baseline for monitoring progress over time. This will help us track improvements in media representation of gender issues and evaluate the impact of our interventions.

Terms of Reference (ToR) for Consultant (STTA)

Objective: The primary objective of this consultancy is to conduct a rapid media context analysis in the West Bank and East Jerusalem to understand the prevailing narratives and perceptions around gender issues and identify media specialists who can be targeted and trained to produce gender-transformative media content and develop a training plan and conduct training sessions for selected media specialists on gender transformative media.

Therefore, the consultant will specifically conduct the following tasks:

Planning and Preparation.
Analysis and Reporting.
Recommendations and Networking.
Training and Capacity Building.

Scope of Work:

1. Desk Review

Review existing literature, reports, and media content related to gender issues in the West Bank and East Jerusalem.
Conduct interviews and/or focus group discussions with key stakeholders, including media professionals, outlets, activists, and community leaders.
Analyze media content, including news articles, television programs, and social media platforms, to identify prevailing narratives and perceptions related to gender.
Evaluate the accessibility, of psychosocial support services for GBV offered by the service providers that have been identified and mapped.
Evaluate the accessibility of current referral pathways.

2. Identification and Assessment

Identify and assess media specialists and organizations in the West Bank and East Jerusalem who have the potential to produce gender-transformative media content.

3. Training and Capacity Building

Develop a training plan and curriculum on gender-transformative media.
Conduct training sessions for selected media specialists on gender-transformative media content production.

4. Recommendations and Strategy Development

Provide recommendations for strategies to enhance the production and dissemination of gender-transformative media content.

Deliverables:

1. Planning and Preparation

Inception Report outlining the methodology, work plan, and tools to be used.

2. Analysis and Reporting

Rapid Media Context Analysis Report on prevailing narratives and perceptions around gender issues in the West Bank and East Jerusalem, including samples and examples, with suggestions for improvement towards the objective of this assignment.
Final Report including findings, recommendations, lessons learned, and at least 20 samples of media work that are harmful, with suggestions for changes towards more gender-sensitive content.

3. Recommendations and Networking

List of recommended media specialists and organizations, along with their contact details, for targeted training.
List of recommended media specialists and organizations, along with their contact details, for ally-building relationships.
4. Training and Capacity Building
Training plan and curriculum on gender-transformative media.
Training sessions conducted and materials provided.

All deliverables should be submitted in English and the presentation in both languages (Arabic/ English).

Timeline:

The consultant is expected to complete the assessments and deliver the reports within 3 months from the start date of the contract.

Budget:

The budget allocation for this consultancy includes fees presented as a daily rate and Level of effort - LOE for conducting all the needed activities as presented in the scope of work such as and not limited to the assessments, developing reports, delivering training sessions, and any necessary travel expenses, as approved in the consultant's proposal.

Qualifications:

The Individual consultant should possess the following qualifications and experience:

Advanced degree in media studies, communications, gender studies, or a related field.
Extensive experience (at least 15 years) in conducting media analyses, training programs, and gender transformative initiatives. Proven experience in conducting at least one similar gender and media analysis and developing gender equality policies for media outlets.
Familiarity with the media landscape in the West Bank and East Jerusalem and understanding of gender issues.
Strong analytical, research, and report writing skills, and ability to present complex information in a clear and concise manner.
Experience in developing and delivering training programs, particularly in media and gender-transformative content.
Excellent communication and interpersonal skills, particularly in conducting interviews and delivering training.
Fluency in English and Arabic.

Submission:

Interested Individual consultants should submit a detailed proposal outlining their approach, methodology, timeline, budget, and CV.

Selected Individual consultant will have the most appropriate qualifications based on the below evaluation criteria:

Relevant experience and expertise in conducting similar assessments.
Quality and feasibility of proposed methodology, work plan, and approach.
Cost-effectiveness of the proposed budget.
Eligibility to USAID requirements.

Confidentiality

All information obtained during the consultancy must be handled confidentially and used solely for this assignment.

Reporting

The consultant will report to SSBC Specialist at Pioneers -Raedat- (GC) and the Communications Manager.
