War Child Holland (WCH) is an independent and impartial, international, and non-governmental organization that has been working in the occupied Palestinian territories (oPt) since 2004. WCH invests to secure a better future for children affected by armed conflict. The organization supports all children, regardless of their religion, race, social status, or gender. The basic premise of our work is the United Nations Convention on the Rights of the Child, and our primary role is providing protection and psychosocial support for children and training youth leaders on the concepts of development and child protection. War Child is seeking to hire a consultant/ company to conduct the baseline study of the five years project titled "We Rise- Palestinian Women and Girls Lead and Engage on Women Peace and Security in ocupied Palestinian territory (oPt)".
Endline study objectives: the endline study serves four key functions:
- Programmatic Focus: Evaluate the Theory of Change (ToC), context analysis, and risk analysis (including SEAH, fraud, and corruption). Review achievements related to output and outcome indicators in line with the Strengthening Civil Society (SCS) and thematic Result Framework basket indicators, as per SCS IATI guidelines. This includes quantitative and qualitative reporting, crosscutting themes (gender, youth, and climate), and the partnership’s contributions towards outcomes. Reflect on progress towards five-year targets, challenges encountered, lessons learned, good practices, sustainability, and recommendations for the remainder of the project period, including exit strategies.
- Partnership Collaboration Focus: Assess key aspects such as leading from the south (power balance), localization, strategic partnerships with ministries and embassies, and local ownership. Identify lessons learned and good practices, providing recommendations for development and improvement.
- Assessment of Progress: Compare evaluation results with baseline and midterm review data to measure the project's progress and effectiveness throughout its duration.
- Stakeholder Feedback: Collect insights from key stakeholders, including beneficiaries and partners, to evaluate the project's outcomes and effectiveness.
- Sustainability Analysis: Assess the sustainability of project outcomes, including the likelihood of maintaining benefits beyond the project’s end.
- Lessons Learned: Document lessons learned throughout the project lifecycle, incorporating insights from the baseline and midterm reviews. Analyze successful strategies, challenges faced, and how these lessons can inform future projects.
- Impact and Effectiveness: Analyze the overall impact of the project on target populations and evaluate the achievement of project goals and objectives through both quantitative and qualitative assessments.
- Actionable Recommendations: Provide recommendations for future program development and improvements to the Results Framework matrix. This includes suggestions for refining objectives, indicators, assumptions, data collection tools, methodologies, and programmatic approaches based on evaluation findings.
