PROGRAM: Rehabilitation and Maintenance for Al-Shifa Medical Complex.

PROJECT: Obstetrics and Gynecology Building Rehabilitation

Medical Aid for Palestinians (MAP) is a humanitarian organization committed to supporting the health and dignity of Palestinians under occupation and in refugee contexts. MAP delivers essential healthcare services, responding to emergencies and addressing long-term health needs, particularly for vulnerable groups. As part of its mission to provide access to healthcare in crisis situations, MAP- Medical Aid Company is seeking to select firms for construction and Rehabilitation and Maintenance for Al-Shifa Medical Complex.

Project :- Obstetrics and Gynecology Building Rehabilitation

Eligible Tenderers:

The Tender is open for Palestinian Contractors who are qualified by the National Committee for Contractors’ Classi­fi­cation under the 2nd class of Electromechanical and 2nd of (Building or/and Maintenance building) at least. The contractors shall meet the post qualifications requirements (criteria) stipulated below:

1. The firm shall have a legal address in Palestinian Territories.
2. The firm shall be legally registered for taxation purposes with the Palestinian Ministry of Finance (Income Tax, Value Added Tax, etc.)
3. Provide of similar projects executed over the past 5 years.
4. The firm’s minimum turns over in the 2020, 2021, 2022, and 2023 years shall be not less that the project’s estimated value in USD (or equivalent) annually.
5. They shall submit evidence of financial resources in relation to the volume of services required (e.g. confirmation of guarantee line given by com­pany’s principal bank, provided such bank is acceptable to the Employer and the JFPs).
6. The contractor is required to submit both a financial offer and a detailed technical proposal to participate and be considered for the bid. These submissions must adhere to the specified requirements outlined in the bid documents to ensure fair competition.

2. Site Visit:

Pre-Bid site visit: potential proposers shall visit the sites before submitting their offers to get familiar with site conditions that may affect their Proposals.

Site Visit will be conducted on December 05, 2024 after the pre-bid meeting at the Emergency and Ambulance Department near Palestine Stadium.

3. Pre-Tender Meeting:

Pre-bid Conference. The time and location of the bid conference will be confirmed in the invitation to tender. Attendance at the meeting is strongly recommended to receive further detail on the proposal submission process. Questions at the pre-bid meeting will be limited solely to the proposal submission process and the submission requirements. Questions of a technical nature will not be answered and should be submitted in writing. Any clarifications arising from this conference will be circulated to all bidders in writing by email.

Pre-Bid meeting and Site Visit will be conducted on December 05, 2024 at 10:00 am,

The pre-bid meeting will take place at the Emergency and Ambulance Department near Palestine Stadium.

The deadline for receipt of any questions is December 14, 2024. no later than 12:00 noon

4. Place and Date of Tender Submission:

Deadline expected to receive the offers is December 19, 2024 at 15:00 Gaza Time (send offers to email: [email protected] )

The financial offer (scanned copy) should be signed and stamped and send it in the email as direct attachment in the email and the technical proposal uploaded to a drive and the link sent must be attached to the email. Additionally, the original hard copy of the financial offer must be delivered to the MAP office before the deadline, either to the office in North Gaza (Friends of the Patient Hospital) or South Gaza: (دير البلح - شارع البركة - غرب من مخبز زادنا 2 - قصر أبو الأسد)

Contractors must submit the original hard copy of the tender guarantee (Bid Security) to the MAP office in the West Bank-Ramallah (الماصيون - عمارة سيجافريدو) and address it to Mr. Eslam Zakarna. A scanned copy of the bid guarantee should also be sent via email with the other documents.

5. Validity of Tenders:

Tenders shall be valid for a period of 90 days from the deadline for submission of tenders and must be accompanied by a Tender Security.

6. Attached Forms and Construction Programs:

In a separate letter accompanying their tender, Tenderers shall state in general terms their construction program and shall submit the forms enclosed in Volume I and Volume II . Failure to provide the construction program or the duly completed forms is sufficient ground to disqualify and reject the tender.
