Oxfam in partnership with the Land Research Center (LRC), MA'AN Development Center  and Economic & Social Development Center of Palestine (ESDC) are aiming to rehabilitate  6 km agricultural roads in Kardala, Khirbet Yarza, and Az Zubeidat. The construction period will be 90 calendar days. This activity is part of the project, ‘Livelihood restoration and protection for Area C vulnerable farmers’ funded by oPt Humanitarian Fund. 

Oxfam invites your submission of a sealed bids to provide Oxfam , within their requirements,  for the works of “REHABILITATION OF AGRICULTURAL ROADS”.  as per the conditions and requirements detailed in the Bidding Documents.

1. Bidding will be conducted through Open Tender procedures, and is open to all eligible and qualified bidders as defined in the Bidding Documents.
2. Qualifications requirements include: Valid Commercial and VAT registration, registration at “Palestinian Contractors Union (PCU)”, and a minimum “third” grade classification by the “Palestinian National Committee of contractors’ classification” under the category of either “Public Works & Maintenance” or “Road rehabilitation”.
3. Interested eligible bidders may acquire a complete set of Bidding Documents in English (on the submission of a valid Classification Certificate) from the address given below , Or by sending an email request to the  mentioned below email from 08th  July 2020 to 18th July 2020 between 09:00AM to 03:00PM, Sundays to Thursdays. 
4. Oxfam invites prospective Bidders to attend a Pre-Bidding Meeting which will be held online using Zoom platform on 14th July 2020 at 10:00AM. Please contact  the below email address to obtain the meeting ID and Password. Bidders are encouraged to attend the meeting.
5. If possible, Oxfam invites prospective Bidders to join the site visit which will take place on 15th July 2020 at 10:00AM. In case field visit is not possible, it’s still the bidder responsibility to visit the project sites.
6. Sealed Bids must be delivered by hand to the address below at or before 20th July  2020, 01:00PM.  In case of movement forbidden due to COVID-19, the bidders will be contacted to send their bids to the below email address Late bids will be rejected.  Bids will be opened in the presence of the bidders’ representatives who choose to attend  at 20th July 2020 at 01:30PM using Zoom platform. 7. All bids shall be accompanied by a Bid Security of 5,000.00 USD valid for 120 days after the bids submission deadline.
8. Oxfam does not bind itself to award the lowest bid and reserves the right to accept the whole or part of the bid.
9. Winning bidder must pay for the IFB advertisements in the newspaper.
