Rehabilitation of The Ground Floor at Al-Zaytoon Primary Health Center- Gaza

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. It is a non-profit, self-governed organisation.

MSF Spain kindly invites you to participate in the Tender for the rehabilitation the ground floor at Al-Zaytoon Primary Health Center in Gaza including ER, Laboratory Pharmacy, and other areas.

MSF Spain will assess all quotations received based on objective criteria, such as proposed quotation price, estimated duration of the works, amount of experience, quality of previous work, professionalism.

MSF Spain tender assessment process is transparent and neutral, ultimately endeavouring for a high-quality rehabilitation of the ground floor at Al-Zaytoon Primary Health Center.

SUBMISSION METHOD

The bidding shall be submitted in hardcopy in a sealed envelope with the name of the company written on the back to the MSF Spain Office in Gaza City, Gaza Al Remal –behind Al Abas, Abu Bakr Razi Street.

DEADLINE

Your offer is considered valid, only when all requested documents are received before 30 August at 3 pm (Gaza City time).

SITE VISIT / PRE-BID MEETING

A Site-visit in Al-Zaytoon Primary Health Center in Gaza will be organized together with the pre-bid meeting. The site visit is scheduled for August 21st, 2022, at 9:15 a.m. The pre-bid meeting will take place after the site visit in the conference room of ICD-MOH at “Al Wehda st. Main building 4th floor

QUESTIONS

Questions can be sent by email to [email protected] before 20 August. A summary of all asked questions and answers will be shared after the pre-bid meeting scheduled for August 21st.  

GENERAL INFORMATION

• Biddings shall be completed in English and in metric system only;
• Prices should be in Israeli Shekels (NIS) excluding VAT
• The bidder should submit a security bond, 10% of the total value of the bidder's financial offer.
• Please indicate the expected completion date in Annex E-03
• Only the biddings that provided all requested documents will be considered
• Winning bidder must begin with the construction work not later than one week after the signing of the contract
• The validity of offers should be at least 120 days from submitting the offers.
• MSF Spain does not bind itself to award the tender to the lowest tender or any bid.
• The awarded tenderer will be informed by MSF Spain, in writing, within a period of approx. two weeks from the submission deadline for offers. The awarded tenderer will then be required to sign the contract and present all requested documents.

REGARDING HARD COPY SUBMISSIONS

• The bidder should strictly submit two separate envelopes for technical and financial proposals
• For technical proposal: the bidder should use only the form in Annex E-01, if there is any other relevant attachment, it should be as described in the form. Besides, it is mandatory to submit digitalized documents on USB Flash Disk for the technical proposal
• For the Financial proposal: The bidder should use the returnable financial forms in Annex E-02. The forms are:
• Form 01: Financial Proposal Letter (Annex E-02)
• Form 02: Proposed Payment Schedule (Annex E-02)
• BOQs duly filled in and signed (Annex D)
• Besides, it is mandatory to submit digitalized documents on USB Flash Disk for the financial proposal
