Request for a service provider to prepare a short film in Gaza
BACKGROUND INFORMATION
Bethlehem Arab Society for Rehabilitation (BASR):
Bethlehem Arab Society for Rehabilitation (BASR) is non-profit non-governmental organization established in 1960, and is nationally recognized for the comprehensive, quality, accessible and affordable specialized medical, surgical and rehabilitation services it renders to the Palestinian population, particularly those with disabilities from all parts of the Palestinian territories, with special focus on the most vulnerable and disadvantaged. It is also recognized as a national referral and resource rehabilitation and surgery hospital concerned with tackling the emerging health needs of the Palestinian population and with the transfer of knowledge and expertise at the local, national and regional levels.
BASR’s programmes encompass diagnostic and treatment services and surgical intervention, rehabilitation, inclusive educational (preschool and primary levels), psychosocial, vocational, cultural, pedagogical and recreational facility-based and community based services to the Palestinian population especially those with disabilities from different parts of Palestine regardless of their gender, age, religion or social class.
Disability Rights Body Network (DRBN):
Coordinating body formed in 2013. It includes institutions representing persons with disabilities and self-help groups, as well as institutions or groups formed by people with disabilities families. Persons with disabilities constitute 50% of decision makers in these institutions and groups, all of them meet under one goal, which is the defense of the rights of persons with disabilities.
Initiative Summary:
- BASR and DRBN are working on a project to prepare a shadow report for monitoring the implementation of the United Nations Conventions on the Rights of Persons with Disabilities (UNCRPD), and through the project's activities, there are initiatives for people with disabilities.
- The initiative will consist of producing a short film that sheds the light persons with disabilities and their Shortage of medicines and medical equipment
DESCRIPTION OF THE REQUIRED SERVICE PROVISION
The purpose of the assignment
The service provider will work closely with DRBN in Gaza, in order to produce a film to reflect one of the major issues affecting people with disabilities in the health sector.
The expected results of the assignment
The service provider shall be expected to produce a short film with the following components:
1- Interviews with stakeholders and beneficiaries
2- Following a human rights based approach in the story told
3- Editing and finalizing the film with subtitles and sign language interpretation in cooperation with the DRBN and BASR
METHODOLOGY AND APPROACH
The consultant has to provide technical and financial offer with expected timeline, keeping in mind that this film must be ready for the international day of people with disabilities on December 3rd, 2020.
Target group: The following are most the direct audience of the movies:
• DRBN & BASR actual donors (institutional and private), current and possible future BASR donors/supporters.
• The video will be used to show DRBN initiative & BASR intervention with DPOs and regard persons with disabilities access , meetings with donors, etc., and on BASR websites, YouTube, etc.
• International media promoting innovative approaches.
• Stakeholders involved in the employment of persons with disabilities.
• The video will be used in clusters and multi-stakeholders’ meetings to share information and encourage an inclusive approach towards high quality services For PWD.
Process to be followed so as to undertake the required service: The following steps are showing the process of required service, the dates are tentative and could be changed based on prior coordination with DRBN.
o As a first step, preparatory meetings will be conducted to ensure a good understanding between DRBN and the service provider team on objectives, possibilities, limits and expectations. During this phase, the work plan will be updated and the scenario of the expected small documentary will be submitted by the service provider to DRBN for review and validation purposes. o Service provider’s team will conduct field visits and interviews with the support of DRBN.(21/11/2020)
o DRBN will facilitate the process of coordination. (22/11/2020)
o Then, service provider team will submit short video within an agreed time frame and photos on daily basis to DRBN to provide initial inputs. (24/11/2020)
o In the post production phase the service provider will edit and consolidate all the materials to produce the videos and share it with DRBN for the first review.(26/11/2020)
o The service provider will develop the final draft upon DRBN comments & review, and then to be shared again for validation. It is expected that some meetings will be conducted to put final touches on the documentary in coordination with the video-maker. (28/11/2020)
o Submission of the final soft copy of the documentary to DRBN. (30/11/2020)
o Steps mentioned above will be implemented under the overall guidance, support and supervision of DRBN.
The following activities will be performed among others:
o Using the available video material and selection of clips and editing together with the DRBN.
o Selection of clips and editing
o Providing text file for the video voice to be translated by DRBN.
o Merge English and Arabic subtitles for the interviews and voiceovers (to be edited by DRBN) before final production) as Subrip (.srt) files.
o Providing sign language interpretation for the final products and get it validated by DRBN.
o Include background music where necessary [royalty free music]
o Do Audio repair of the selected clips [remove wind, external noise, etc.]
o Do Color correction and matching
o Ensure branding of DRBN and BASR at the beginning or the end of the video.
LENGTH OF ASSIGNMENT
- Providing the services is expected to be provided within the period from 22 November to December 3rd, 2020.
SERVICE PROVIDER PROFILE
o Have a good experience in producing documentary, short videos and photos.
o Able to produce high quality broadcast video and professional photos on tight deadlines.
o At least 5 years of proven technical experience for the camera operators / editors involved in the production.
o Ability to include English language subtitling and sign language interpretation.
o Proven experience in social media tools.
o Commitment to meet deadlines.
o Ability to travel to the field.
Technical requirements:
o Broadcast quality full HD video
o Professional sound recording
o HD web files as final products
o HD DVD as final products
o Respect of the graphic charter
