Introduction
ActionAid is an international organisation, working with over 25 million people in more than 40 countries for a world free from poverty and injustice. ActionAid Palestine is a part of the ActionAid International Federation and ActionAid Australia. ActionAid Palestine strategy People’s Action for Palestinian Justice provides a 5-year strategic direction that governs and directs the presence and operation of ActionAid in Palestine. This strategy is driven by the national priorities for the Palestinian people and formulated considering a contextual analysis that explored the current and potential challenges and opportunities in the occupied Palestinian territory (oPt) and the region in relation to the Palestinian people’s national and human rights. ActionAid is committed to continuing to work alongside Palestinian communities to build a just and equitable future. In the period 2018-2022 we have prioritized:
Building the active agency of women and girls to address the structural causes of discrimination and violence against them and enhance their access to economic justice.
Advancing the civil and political influence of Palestinian women and young people to demand accountability and responsiveness of duty bearers at all levels.
Enhancing a transformative resilience and rights-based responses to Israeli occupation of Palestinian territory
Objective
ActionAid Palestine is looking to hire a fundraising consultant to perform and strengthen the fundraising aspects within the organization and diversify funding sources.
Scope & Deliverables
The fundraising consultant is expected to deliver the following outputs with key process elements included in the timeline and outputs below:
Analyse ActionAid Palestine existing and potential donor base and advise on strategies for income diversification and mobilization of new donors
Undertake research/mapping on funding trends and high value/institutional donors and evaluate their suitability for partnership with AAP
Develop and write high quality concept notes/expressions of interest and proposals, ensuring alignment with ActionAid principles and approaches
Lead the process of proposal development in collaboration with ActionAid Palestine and partner programme and finance staff, particularly Head of Programmes
Liaise with fundraising colleagues from ActionAid funding affiliates to identify and act on international funding opportunities
Time and Location Requirements The consultancy job is for four months is expected to take place from September 2022 to March 2023. Time and location are directly related to the level of support and engagement ActionAid Palestine receives from the consultant.
Qualifications
The consultant / firm is expected to have experience and relevant credentials in:
Proven professional qualifications in a fundraising and resource mobilization.
Demonstrable experience of developing proposals to major donors in Palestine using participatory methodologies and approaches
Proven track record of securing substantial donations/grants from a range of high value and institutional funding sources
Experience of training, capacity building and supporting others through on the job training
Fluency in English a requirement.

Cover letter including the consultant’s/firm’s suitability for the assignment and current contact information
Technical offer with specific focus addressing the purpose and objectives of the assignment, methodology to be used and key selection criteria (max. 5 pages)
Financial offer: consultancy fee using daily/hourly fees and other relevant expenses related to the task.
A CV or CV’s if more than one consultant in the team

Prerequisites for accepting financial offers:
Prices are inclusive of value added tax for establishments officially registered with the Ministry of Finance; while for individuals and non-profit institutions, the offered prices will be subject to a 5% deduction for income tax.
Applicants must submit a valid deduction at source certificate along with the offer or will deduct a percentage from the final payment (according to Palestinian Taxation department & laws).
Prices are to be submitted in USD and are valid for 30 days starting from the applications’ closing date.
The quotation must be based on the work mechanism proposed by the consultant.
