Organizational Background

The East Jerusalem Young Men's Christian Association (EJ-YMCA) founded in 1948, is a vibrant and integral part of the Palestinian social movement and a leader among Palestinian Non-Governmental Organizations. It is an independent, neutral and professional organization, affiliated with the global YMCA movement. As a member of the World Alliance of YMCAs, the EJ-YMCA is committed to a unique vision of community, based on the universal values of human dignity, peace, and justice. 

Driven by its mission “to develop and empower youth and communities to reach their full potential in mind, body and spirit based on Christian values” and after decades of work, the EJ-YMCA has become deeply rooted in the Palestinian society through running a variety of programs based on local priorities in areas of: athletics, employment, rehabilitation, advocacy, youth participation, and women empowerment.

 Proposal 1: Theatre Consultancy – PSS Activity for students       

Title of Consultancy:                                     Theatre Consultancy

Period of assignment:                                    September 2025 - end of October 2025.

Purpose of the Consultancy: As part of the ongoing STEAM project, the EJ-YMCA seeks to engage a specialized Theater consultancy to deliver expression arts workshop aimed at stress relief and self-expression for the students, this activity aims to engage students in expression arts where they will have the opportunity to engage and reflect their inner emotions utilizing drama, music and other methods.

 Proposal 2: Project Cycle and MEAL training

Title of Consultancy:                                     Project Cycle and MEAL training 

Period of assignment:                                    Mid-May 2025 to End of June 2025.

Purpose of the Consultancy: As part of the ongoing STEAM project, the EJ-YMCA seeks to engage a specialized consultancy to deliver Project Cycle and MEAL trainings for 20 EJ-YMCA staff members. This activity aims to engage project officers, manager and coordinators in professional training to enhance their knowledge and expertise to efficiently implement projects and meet donors’ compliance requirements.

The project will build the capacity of EJ-YMCA staff through training in project cycle management, and MEAL. These capacity-building activities will enable the staff to better manage and implement gender-responsive and inclusive programs. The project plans to reach approximately 20 staff members from EJ-YMCA, with a focus on professional development and organizational capacity strengthening.

Proposal 3: MEAL Consultant

Title of Consultancy:                                     Monitoring, Evaluation and Learning (MEAL) Expert

Period of assignment:                                    End of April 2025 – December 2025

Purpose of the Consultancy: Under the supervision of the Project Coordinator and in close coordination with the project team, the MEAL Consultant will provide targeted support during key phases of the project to ensure effective monitoring, evaluation, accountability, and learning (MEAL). The consultant will be engaged during critical periods for developing MEAL tools, collecting and analyzing data, and contributing to reporting and learning processes.

• The deadline for submission is Tuesday, April 22, 2025, by 3:00 PM, and please note that any offer submitted after the specified deadline will not be considered.

• EJ-YMCA reserves the right to reject all bids, and to decide not to pursue this procurement.
• EJ-YMCA reserves the right to split the bid.
• EJ-YMCA is not obliged to procure the lowest priced offer, when the lowest price does not offer the best overall value and all other factors considered.
• EJ-YMCA has the right to cancel or re-tender this TOR without explaining the reasons.
• In addition to reviewing the financial and technical applications, EJ-YMCA will review the qualifications of the specific contractor/ individual(s) wishing to fulfil the role.
• EJ-YMCA may select more than one consultant to complete the full scope of this TOR.
• All Documents must be submitted signed and stamped.
