PROJECT BACKGROUND
Oxfam is implementing a one year project: Addressing extreme vulnerability and strengthening resilience in protracted crises: a comprehensive response in the Gaza Strip (OPT) and Lebanon, funded by the Directorate-general for Development Cooperation (DGD). The project includes three main thematic pillars: food security, gender and protection, advocacy and influencing.
The food security component targets families with children who are at risk. These families receive fresh food vouchers and/or engage in income generating activities. In addition, families who are affected by severe protection threats will receive cash assistant and a package of soft skills training. Under the policy and influencing component, research will be undertaken to investigate the root causes and impact of different internal and external factors on the types and levels of vulnerabilities in Gaza, including external factors such as the Gaza blockade and other measures imposed by Israeli authorities and internal aspects such as the Palestinian political division. The research will also investigate the adequacy of targeting mechanisms and the efficiency of the Palestinian National Cash Transfer Program (PNCTP).
PURPOSE OF BIDDING
Oxfam are conducting a bidding process and invites your submission of a proposal to provide Oxfam, within their requirements, for:
RESEARCH PAPER ON THE RESPONSIVENESS OF THE PALESTINIAN NATIONAL CASH TRANSFER PROGRAM TO VULNERABILITIES SHIFTING IN THE GAZA STRIP
The assignment aims to investigate in depth the changes in the levels and types of vulnerabilities in Gaza Strip, while also investigating the efficiency of the PNCTP to respond to and overcome these vulnerabilities, focusing on the program’s targeting criteria, its efficiency and effectiveness at achieving its overall objectives.
