Seeking proposals from specialized institutions or consultants to enhance the risk management capacities of the WSC.
Introduction:
WSC is an independent secular non-governmental feminist organization concerned with women’s/human rights and works to promote gender equality and strengthen women’s rights as human rights. Since its founding in 1989, the Center has worked through many programs and projects to empower women and build female cadres capable of identifying their needs.
Since its founding, the Center has struggled alongside the components of the Palestinian feminist movement with a developmental rights perspective in order to reshape the traditional structures of the social, economic, political, and legislative systems in a way that ensures the inclusion of women in all development processes as participants and beneficiaries, based on the principle of the right to full equality between the sexes.
As part of the "strengthening Women’s Participation in the Labour Market in Palestine" project, funded by the Austrian Development Agency (ADA), the Women’s Studies Center is seeking to engage a consultant. The objective is to enhance the Center's capabilities in crisis and disaster management by developing crisis response methods, implementing emergency response plans, and enhancing crisis management proficiency. Additionally, the consultant will facilitate the application of best practices in risk, crisis, and emergency management, encompassing organizational strategies, tools, and methodologies. This initiative aims to ensure the continued success and advancement of the center, allowing it to effectively fulfill its vision and mission of promoting gender equality and advocating for women's rights. Part of this endeavor involves identifying and assessing existing and potential risks and implementing necessary measures to mitigate their severity and minimize their impact on the center and its personnel.

Submission
- Entities or individuals interested in responding to this advertisement are required to submit:
- A technical presentation, which incorporates CVs detailing relevant experiences in the field. This presentation should elucidate the methodology employed for the development of the risk management plan, the training approach, and the plan's implementation.
- A financial proposal, specifying the total remuneration in euros, calculated on a per-day basis, inclusive of any applicable tax deductions.
- The financial offer is subject to evaluation in line with the technical offer at a value of (30% financial and 70% technical), and the center has the right to submit alternative proposals regarding the cost and the technical offer.
- WSC retains the discretion to accept offers based on criteria other than the lowest price. WSC reserves the right to identify the selected applicant, cancel the solicitation, or re-issue it without the obligation to provide reasons. An offer is deemed acceptable when it fully complies with all the solicitation conditions, without any reservations or deviations deemed unacceptable.
- Interviews will be conducted with the applicants who achieve the highest scores during the evaluation process.
- If an applicant has not been contacted within two weeks following the application deadline, it indicates that their application was not successful.
- Both the technical and financial proposals must be submitted, signed, and sealed in an envelope by no later than 1:00 p.m. on October 1, 2023, to one of the following addresses:
