Security Consultant for Developing Security Plans for We Effect’s Five Partners in Palestine
- Background
We Effect is an international development organization that supports sustainable development and promotes human rights. In Palestine, our partners operate in a complex and challenging environment that requires robust security measures to ensure their safety and operational efficiency. To enhance the security posture of our partners, We Effect seeks to engage a qualified Security Consultant to develop five comprehensive security plans tailored to the specific needs and threats faced by our partners.
- Objectives
The primary objective of this consultancy is to develop five detailed and actionable security plans for We Effect partners in Palestine. These plans should address both physical and digital security, with a focus on ensuring the safety of personnel, safeguarding sensitive information, and mitigating potential risks.
- Scope of Work
The Security Consultant will be responsible for:
- Assessment Phase:
Plan Development:
Training and Capacity Building:
Monitoring and Evaluation:
- Deliverables
- Security Assessment Report:
Detailed report of the security assessment for each partner organization.
Identification of key risks and vulnerabilities.
Security Plans:
Comprehensive security plans for each partner organization, including physical, digital, and operational security measures. Total of five plans.
Training Materials:
Training modules and resources for staff training sessions.
Training Sessions:
Conducted training sessions with feedback and evaluation reports.
Monitoring and Evaluation Framework:
A framework for ongoing monitoring and evaluation of the security plans.
- Timeline
The consultancy is expected to be completed within eight weeks starting from the date of signing the contract. Key milestones include:
Security assessments
Development of security plans and initial training materials.
Conducting training sessions and finalizing the monitoring and evaluation framework.
- Consultant Qualifications
- Proven experience in security risk assessment and management.
- Knowledge of physical and digital security practices, including the use of tools like TOR.
- Experience working in conflict or high-risk areas, preferably in the Middle East.
- Strong communication and training skills.
- Fluency in English; knowledge of Arabic is an advantage.
