Consultancy on Prevention of Sexual Exploitation and Abuse  (PSEA)

About PWWSD:

Established in 1981, Palestinian Working Woman Society for Development (PWWSD) is a non-governmental women’s, developmental, and learning human rights organization that contributes to developing feminist struggle within national, social, and developmental dimensions. The organization believes that liberating women is connected directly with ending the occupation and establishing a full Palestinian democratic sovereign civil state. PWWSD is active all over West Bank including East Jerusalem, and the Gaza Strip, and is an active member in several local, regional, and global networks and coalitions.

 PWWSD aims for a free and democratic Palestinian society based on gender equality, respect for human rights, and social justice. The organization promotes women’s empowerment, women’s participation in the national struggle against the occupation, women’s contribution to the development processes, the entitlement of women to political, economic, and civic rights, women’s access to justice and their right to a life free of all forms of violence

Project Background

The Programme MENA Feminist Power in Action for Women’s Economic Rights (FEM-PAWER) will strengthen young women who face multiple discrimination of economic gender-based violence (E/GBV) in the MENA-specific countries (Jordan, Lebanon, Palestine, and Tunisia) to be the leader for change by holding duty bearers accountable toward Women’s Economic Rights (WER) and improve conditions for young women in the informal sector.

FEM-PAWER aims to build the capacities of Women's Rights Organizations (WRO) and Young Women in lobbying and advocacy (in the field of economic gender-based violence and WER), aiming to improve the responsive gender-responsive accountability mechanisms of duty bearers. The Program promotes inclusive collaboration by providing small grants to partner organizations (POs) that are women or women-led organizations, capacity development, networking, creating coalitions opportunities, and lobbying and advocacy-related actions. The inclusive partnerships are the backbone of the Program and are intended to be applied also among POs, across PO lobby and advocacy work, as well at the Consortium level. A total of 11 POs have been supplied with sub-grants in Palestine.

Background

PWWSD has identified a pressing necessity to enhance POs' expertise and capabilities in the domain of PSEA. This requirement stems from PWWSD’s direct involvement in providing services related to Gender-Based Violence (GBV). A cornerstone of PWWSD's strategic approach involves conducting capacity-building initiatives for its 11 POs and young women. These efforts aim to equip them with the essential tools and knowledge to prevent and protect themselves and their service users from sexual exploitation and  abuse,(SEA).

PWWSD has selected its POs to span all the regions of Palestine, ensuring a broad and inclusive coverage that reflects the diverse needs and challenges across the various governorates.. Many of these POs operate within their communities with limited resources, striving to make a significant impact despite their humble capacities. In recognition of these challenges, PWWSD commits itself to strengthening these organizations with all necessary skills and knowledge. Following this approach, the provided support by PWWSD to the POs is expected to enhance the quality of their work and to ensure the application of the 'do no harm' principle in their communities. This principle serves the safeguard, welfare and dignity of those served by these organizations, preventing any inadvertent exacerbation of vulnerabilities or perpetuation of harm.

The need for a specialized PSEA consultancy is underscored by the fact that the FEM-PAWER program focuses on women within the workforce. This demographic is particularly susceptible to SEA, given the power imbalances and potential vulnerabilities they may face in employment settings. Consequently, a strong application of PSEA principles is essential for creating a safe and empowering environment for women in the workforce. By strengthening the capacities of PWWSD, its POs, and the Young Women Champion Network (YWCN), the initiative aims to foster a culture of zero tolerance towards SEA.

Moreover, mainstreaming PSEA within PWWSD operations and among its partner entities aligns with global best practices and humanitarian standards. It enhances the organization's credibility and the effectiveness of its programs, as well as applies ethical and responsible conduct in addressing EGBV.

PWWSD as part of the FEM-PAWER Consortium members, is looking for a consultant to be responsible for providing comprehensive training and coaching on PSEA to the following groups:

  • PWWSD’s team
  • Representatives of the 11 Partner Organizations, and
  • Young Women Champion Network (YWCN) members
  • The training will be one course targeting 20 participants)

Skills, Qualifications and Experience:

  • University Degree in Gender Studies, Social Work, Human Rights, International Development, or related fields, or an equivalent level of experience in the field for a minimum of 10 years.
  •  
  • Demonstrated experience in developing and implementing PSEA policies and training programs, preferably within the NGO sector or international development organizations.
  • Direct experience in providing or managing Gender-Based Violence (GBV) services, including developing safeguarding policies and support mechanisms.

 

  • Deep understanding of the principles, standards, and practices involved in PSEA. This includes familiarity with international guidelines and protocols related to PSEA.
  • Strong training and facilitation skills and the ability to design and deliver engaging, effective training sessions tailored to diverse audiences. Skills in interactive learning, and adult learning techniques.
  • .
  • Communication Skills: Excellent verbal and written communication skills in English and Arabic. Ability to convey complex concepts in a clear, understandable manner.
  • Experience in working with women’s rights organizations and understanding the unique challenges and needs related to women’s economic empowerment and rights.
  • Substantial experience in building the capacity of organizations and individuals, particularly in areas related to gender equality, human rights, and PSEA.

Deliverables

  1. Needs Assessment:

Conduct a detailed assessment: for PWWSD, POs, and YWCN  to understand current PSEA knowledge, policy implementation, and training needs. This includes reviewing existing PSEA policies (where applicable) and providing feedback.

Report Production: Compile a needs assessment report that outlines findings, identifies gaps, and recommends actions for PSEA policy enhancement and training development. The report should be available in both English and Arabic.

  1. Awareness Raising on PSEA Policy:

Following the needs assessment process, an awareness-raising activity will be conducted for PWWSD, POs, and the YWCN to enhance their understanding of the PSEA Policy. This activity aims to provide participants with comprehensive insights into the principles and practices encompassed by the PSEA policy,

  1. PSEA Policy Development Support:

Assist in the finalization of PSEA policy for POs, and YWCN, ensuring alignment with international norms and the specific needs identified in the assessment phase.

  1. Training Workshop Design and Implementation:

Training Design: Based on the need assessment, design three separate PSEAH training workshops, each tailored to the specific needs of PWWSD, POs, and the YWCN members. Training materials should be tailored to the unique context of each target group.

Pre and Post-Evaluation Tools: Develop and distribute pre- and post-evaluation surveys to assess the knowledge and skills of participants before and after the training workshops. This includes analyzing the results to measure the effectiveness of each workshop.

Workshop Delivery: Conduct three training workshops, one for each target group, focusing on practical applications of PSEA, policy integration, and awareness-raising. Training should be interactive and include case studies, role-playing, and Q&A sessions.

Training Reports: Produce detailed reports for each of the three training workshops, documenting methodologies, participant engagement, and evaluation results. Reports must be available in both English and Arabic.

  1. Final Comprehensive Report

Develop a final consolidated report that includes the outcomes of the needs assessment, policy development support, training workshops, and evaluations. This report should highlight key achievements, lessons learned, and recommendations for sustaining and building upon the PSEA efforts. The report should be available in English and Arabic.

Timeline:

  • Deadline for Applications: 22nd October, 2024
  • Final Comprehensive Report: 25th December, 2024

These references may be contacted to evaluate the professional competencies and past experiences of the applicant, with the aim of ensuring the selection of the most suitable candidates for the program’s requirements and goals.

Evaluation Criteria:

  1. Criteria 1: Methodology/approach suggested; understanding and interpretation of the terms of reference and the context; relevance and realism; compliance with the timeframe,
  2. Criteria 2: Profile of the Consultant(s) (training, skills, experience) and modalities of work
  • Financial Criteria (30%)
