UNESCO is willing to conduct a comprehensive assessment of the damage sustained by TVET and tertiary education institutions in Gaza. This effort aims to evaluate the destruction of infrastructure, equipment, and human resources, including faculty and student losses, while also examining the broader impact on education quality. The assessment should build on existing damage data to avoid duplication and enhance coordination. The findings will inform detailed reconstruction plans, with a particular focus on restoring technical labs and STEM facilities to support hands-on learning and skills development.

This assessment will serve as a foundational document for policymakers, donors, educational institutions, and humanitarian organizations to design targeted interventions that restore and strengthen TVET and higher education in Gaza, feeding into the broader Higher Education Recovery Strategy.

The Specific objectives of the assignment:

1. Conduct comprehensive evaluations of damage to 5 TVET centers and 21 tertiary education institutions/38 campuses, including infrastructure, equipment, and human resources, to determine the impact on educational continuity.

2. Identify the immediate, short-term, and long-term educational and institutional needs of universities, colleges, and TVET institutions by assessing gaps in human resources, financial resources, digital education infrastructure, and academic programs.

3. Classify institutions based on damage severity and develop targeted, costed reconstruction plans for critical facilities to restore learning environments and workforce development capabilities.

4. Work closely with government agencies, educational institutions, and community organizations to align reconstruction efforts with national and local needs, ensuring effective policy recommendations and long-term sustainability.
