Site Engineer Consultancy and Supervision Services
This call for consultation services come in cadre of the project “Green and sustainable solutions for UNRWA schools in the Palestinian Jordan Valley” which funded by Federal Ministry for Economic Cooperation and Development Germany and implemented by EcoPalestine in cooperation with Global Nature Fund and Chancen fuer Kinder.

II. Project information
Summary
The villages of Jeftlik, Ein Al-Sultan Camp and Al Auja in Jericho Governorate have suffered for years from high energy costs and low funding for water treatment facilities. In UNRWA schools, they are often unable to light classrooms or build air conditioning units in a region where the average summer temperature is 36 degrees Celsius. At these temperatures, students' health is at risk from the heat, and learning is not conducive. In addition, the lack of a sanitation system causes health problems for the 2,586 students (1,039 girls and 1,547 boys), 111 teachers, administrative and support staff at the three selected UNRWA schools (Jeftlik Primary and Middle School, Ein Al Sultan Primary and Middle School, Al Auja Primary and Middle School). The proposed project aims to address these issues through the construction of a sustainable model school powered by electricity from solar panels, wastewater treatment and irrigation systems that will allow the creation of green spaces. The project will create a healthy environment and a suitable learning environment for the students. The direct target group of the actions amount to 2.700 persons
Project overall objective: The main objective of this project is to improve the sanitation services and the supply of water and energy at UNRWA schools in order to help create a healthier learning environment and to include, in addition, environmental education for students and teachers at three UNRWA schools located at Jordan Valley
Project expected results
Three schools have a photovoltaic system that the solar system will partially cover the energy needs
Waste water treatment plants will be installed at Ein Al Sulatan and Auja schools
Two school gardens will be developed at Ein Al Sulatn and Auja schools and ensure a safe graywater and reuse system for the two schools.

III. The consultancy services expected to be concluded by the end of February 2025 starting date ASAP. SCOPE OF THE ASSIGNMENT
The Consultant is expected to support EcoPalestine throughout the implementation development of the project to provide technical input for design and drawings for all phases, supervision and site visits, and follow up with EcoPalestine and the contractor during and after the construction works at the three targeted schools under the project.
The Assignment is composed of four main stages;
Stage 1: Engineering Work Planning and Designs
Stage 2: In cooperation with UNRWA, prepare the tendering and the Bill of quantities and participate with the Tendering Evaluation
Stage 3: Supervision of the Implementation including follow up at the three targeted schools.
Sage 4: Projects testing and proper handover including closing, reporting and empowerment activities
IV. Contract Type and payments schedule
This contract is a task based contract. Payments will be arranged according to the provisions of contract with the winning consultant.
V. Language Requirements
Excellent knowledge of both written Arabic and English language.
The documents must be submitted in English
VI. Qualifications and Skills
The winner consultant is expected to be part of the project team shall have at least the below Experience and Qualifications.
Degree in civil, electrical, or mechanical engineering from an accredited curriculum, with valid registration at EA and a minimum of 5 years of solar generation related engineering and design, supervision and construction related engineering experience Engineer, alongside with 3 years’ experience in Waste Water Treatment and Reuse Plan.
The winning consultant will be asked to provide two backstopping experts in the required fields (Civil, Electrical, and Agriculture) based on the consultant qualification. For example: if the winner is electrical, the backstopping experts shall be in Civil and Agriculture.
At least 7 Years experiences in local market.
Familiarity with renewable energy technologies, markets, trends, and standards
Previous Experience with UNRWA, JEDCO will be an advantage
Strong communication skills and team spirit.
Previous experience with school projects will be an advantage.
VII. OFFERS EVALUATION
The received offers will be evaluated technically and financially; financial offer shall be sealed in separate envelop. The outer envelope shall contain two sealed envelopes (Financial & Technical); one for the technical offer and the other for the financial offer.

Initial plan of implementation for the purpose of insuring that the applicant fully understands the nature of consultancy tasks
EcoPalestine will respond to any questions received by e-meeting Wednesday Feb. 1st, 2023 EcoPalestine may extend the closing date to ensure consultants have adequate time to consider answers and reply accordingly.
