INTRODUCTION
The Jerusalem Human Rights Consortium (JHRC) is a consortium of four leading Palestinian human rights organizations native of Jerusalem; The Jerusalem Legal Aid and Human Rights Centre (JLAC), The Land Research Centre (LRC), The Saints Yves Association (St Yves) and the Women’s Centre for legal Aid and Counselling (WCLAC).
The JHRC is currently implementing its “First Program Cycle under the slogan “Protecting Marginalized Communities in East Jerusalem through legal aid, planning and advocacy”, funded by the EU and other EU Member States. The overall objective of the JHRC’s current Program cycle is to support the marginalized Palestinian communities in East Jerusalem, increase their resilience, prevent the forcible transfer and reinforce the Palestinian identity of East Jerusalem through the provision of legal aid, land planning assistance, and local and international advocacy efforts. The JHRC is hosted and legally represented by the JLAC.
MISSION AT HAND
As part of their advocacy and outreach efforts, JHRC and JLAC will launch a social media campaign in Arabic and English to promote their newly developed knowledge products (infographics in the form of social media slides) and are seeking proposals from experienced digital marketing agencies.
The social media campaign will promote 11 infographics (each including three to five slides) across multiple platforms including Twitter, Instagram, Facebook, and LinkedIn. The campaign will involve sponsored ads posted from two social media accounts (JHRC’s and JLAC’s). Content, including the slides and the ad copy, will be provided from JHRC and JLAC. Towards this, your agency is invited to submit your price offer for the deliverables listed below.
DELIVERABLES AND SCOPE OF WORK
- Create and manage sponsored ads for 40 slides with an average cost of 100 EUR per ad to be divided on Twitter, Instagram, Facebook, and LinkedIn and strategically place ads to maximize reach, engagement, and conversions.
- Monitor and optimize the campaign to ensure the best possible performance and ROI.
- Provide regular reports and insights on the campaign's performance, including key metrics such as impressions, clicks, conversions, and ROI.
- Provide an estimated timeline for the campaign, including key milestones and deliverable dates.
ADDITIONAL INFORMATION
JHRC and JLAC will provide access to the social media accounts from which the sponsored ads will be posted as well as the content and ads copy in Arabic and English.
OBLIGATIONS AND RESPONSIBILITIES
Contractor:
- Effectively manage the campaign budget across all platforms.
- Ensure that all sponsored ads comply with the advertising guidelines and policies of the respective social media platforms.
- Collaborate closely with the JHRC and JLAC Staff to align the campaign with the goals and messaging. This may involve regular meetings and communication.
- Maintain open and transparent communication with JHRC and JLAC Staff throughout the campaign, addressing any questions or concerns promptly.
- Ensuring the quality and effectiveness of the campaign, adjusting as needed to achieve the desired results.
- Present all the deliverables listed above.
JHRC AND JLAC:
- Provide access to the social media accounts from which the sponsored ads will be posted.
- Provide the content and ads copy both in Arabic and English.
- Organize coordination and communication between the contractor and JHRC and JLAC Staff. This includes promptly providing information, feedback, and any necessary approvals.
- Review and approve the invoicing to meet the relevant costs related to this RFQ, as agreed in the contract upon approved offer.
- Designate a responsible point of contact within JHRC and JLAC Staff who can coordinate with the contractor and address any campaign-related matters promptly.
- Fulfil any contractual obligations or payments to the contractor as outlined in the agreement between both parties.
RESERVATIONS
JHRC reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered, or for failure to meet deadlines. In the event of ending the contract prior to delivering all agreed-upon deliverables, a portion of the payments shall be returned to JHRC.
FAILURE TO PERFORM
JHRC may cancel the Purchase Order if the Supplier fails to deliver the service, in accordance with the above terms and conditions, without incurring any liability.
BIDDING PROCEDURE AND SUBMISSION REQUIREMENTS
1. All bids need to be submitted, no later than 23rd.October.2023, at 04:00 PM, by email stamped and signed to procurement email: [email protected], with the subject: RFQ 04/2023 Social Media Campaign.
2. Your offer should include:

B. Agency’s profile highlighting any relevant previous experience.
C. A valid registration certificate with the list of authorized signatures (شهادة التسجيل مع قائمة المفوضين بالتوقيع)
D. A valid deduction at source certificate.
3.Prices should be quoted in EUR including VAT.
4.Your quotation(s) should be valid for 90 days from the date of receipt for a quotation.
5. Tax will be deducted according to Palestinian Law.

EVALUATION & SELECTION PROCESS
- JHRC is not obligated to select the supplier with the lowest prices.
- JHRC will select based on previous experience and supplier’s profile.
- JHRC has the right to split or cancel the RFQs.
MODE OF PAYMENT
Payment will be made in one installment: 100% of payment will be made as a cheque or bank transfer within 30 days of delivering the items.
