Terms of Reference for SRHR Training

Program Title: “Masarouna” Our Pathway to SRHR

Location: The training will take place in the West Bank with an online connection to Gaza. It is preferable to have a co-facilitator based in Gaza.

Duration: Between the period 14-18 July 2023

Target group A group of young activists (22-30 Yrs)

 

General Background

Oxfam is an international confederation counting 19 organizations working together with partners and local communities in more than 90 countries. Oxfam has been working in the Occupied Palestinian Territories since the 1950s; a country office was established in Jerusalem in the 1980s. Oxfam mainly works in the most vulnerable communities in Gaza, East Jerusalem, and Area C.

Masarouna is a five-year regional program that works in 6 counties across the MENA region. The program aims to mobilize the power of young people (YP) aged 18-35, for collective action to support their work for freedom of choice and respect for their sexual and reproductive health and rights (SRHR). The program works on strengthening youth engagement to influence decision makers and targeted communities to address inadequate legislation and harmful social norms that hinder youth from claiming their SRHR. Additionally, Masarouna works on strengthening civil society organizations to form alliances and lobby and advocate for SRHR.

The organization is seeking a consultant to provide comprehensive training on Gender and Sexual and Reproductive Health and Rights (SRHR), youth leadership community and engagement to a group of young activists. The participants, consisting of 15 individuals aged between 22 and 30 years, are based in the West Bank and Gaza.

 

Objective of the consultancy:

The primary objective of this consultancy is to equip the young activists with the knowledge and skills necessary to understand and advocate for SRHR at both the local and international levels. The specific objectives include:

a) Developing a comprehensive knowledge on SRHR, including key topics, concepts and terminology, understanding sexual and reproductive anatomy and physiology principles, frameworks, and best practices.

b) Enhancing young participants' understanding of social and cultural barriers and influences

c) Understanding the laws and policies related to reproductive rights in the Palestinian context

d) Understanding the concept of gender and its role in SRHR, addressing and preventing gender-based violence, dender diversity rights

e) Understanding the concept of youth leadership and empowering participants on effective advocacy and influencing best practices related to SRHR. international activism and its role in influencing SRHR policies and practices.

 

Scope of work:

The consultant will be responsible for the following tasks:

Conduct a rapid assessment of the participants' existing knowledge and understanding of SRHR and international activism.

Provide a detailed training agenda, including session plans, and training materials and tools, that cover the above mentioned objective

Deliver the training program in an engaging and interactive manner, ensuring active participation and knowledge retention among participants.

Facilitate discussions, group activities, and case studies to encourage critical thinking and practical application of concepts.

Deliverables:

The consultant is expected to deliver the following:

Training curriculum and materials, including presentations, handouts, and reference materials.

Pre- and post-training assessments to measure participants' knowledge gain and collect their feedback on the sessions.

25 hours of training to be carried over 4-5 

A final report on the progress and achievements of the assignment.

  

Timeframe and time commitment

The assignment is expected to be completed over the period of July 14-18 2023. Applicants are kindly requested to indicate in their offers the required number of days broken down by deliverable/ activity versus cost, in addition to the team size involved.

 

Essential skills and qualifications

The ideal consultant will have at least 7-10 years of relevant experience. The consultant should have the following skills and competencies:

Strong background and expertise in SRHR, international activism, and influencing strategies.

Demonstrated experience in designing and delivering interactive and participatory training programs for young people utilizing youth-engaging and friendly techniques.

Familiarity with the socio-political context of the West Bank and Gaza.

Ability to work effectively with a diverse group of young activists.

Commitment to and understanding of Oxfam values and principles.

The training tools and methodology should be specifically tailored to the age group, ensuring a youthful and engaging approach.

Fluency in both English and Arabic Language.

 

Application process

Interested consultants are invited to submit an Expression of Interest (EoI) with the experience and skills described above. The EoI must include the following:

A cover letter of one page introducing the consultant/ organization and how the skills and competencies described above are met, with concrete examples (organization profile outlining similar experience including the type of task, employer, program title, location, achieved outputs). The cover letter should also reflect the number of days to complete the assignment, daily rate and total financial offer (cost). The cover letter should also indicate consultants’ availability for the proposed period.

An outline of no more than 4 pages of key considerations including:

Proposed technical offer.

Proposed an actual number of days, timeframe.

Detailed financial offer/ costs. It is expected that the financial offer includes a budget breakdown of costs including the daily rate. The submitted offers should be in Euro including VAT.
