Palestinian Federation of Industries (PFI) is inviting registered and eligible vendors to submit price offers to supply Laptop, in accordance with the below conditions.

Background Information

PFI was established in 1999 to represents the Palestinian industrial sector through its sixteen specialized industrial unions. It is governed by the Palestinian Federation of Industries and specialized industrial unions Law No. (2) for the year 2006.

PFI plays a key role in the development of policies aimed at promoting the industrial sector and fostering economic growth. Additionally, it supports the enhancement of a business- enabling environment in Palestine.PFI works to support its the members within the specialized industrial unions and protect their interests.

The Palestinian industrial sectors represented by PFI include the industrial unions of food, construction, stone and marble, pharmaceuticals, chemicals, metal and engineering, textiles and garments, leather, paper and packaging, handicrafts, plastic, wood and furniture, precious metal, renewable energy, and aluminum. The industrial sector in Palestine includes approximately 20,000 registered companies in the West Bank and Gaza, with the industrial unions serving their members to support the goal of a competitive industry.

About Program

The Palestinian Federation of Industries (PFI) is leading an important initiative to support Palestinian small and medium enterprises (SMEs) during ongoing crises. Titled "Business Continuity Support for Palestinian SMEs through Effective People Management Strategies and Initiatives for Green Transformation”, this project aims to retain jobs, help SMEs stay operational, and promote sustainable practices in the West Bank. Given the industrial sector's vital role in Palestine's economy, this initiative is designed to address urgent challenges while creating opportunities for long-term growth and stability.

The aim of the grant agreement focuses on the preservation of jobs and the strengthening and promotion of small and medium-sized enterprises (SMEs) in the Palestinian West Bank through capacity building, particularly in the current crisis context. Over the course of the project implementation, this is to take place in three stages:

a. Capacity Building – “People Management”: Provision of training courses in the field of "People Management" for managing directors and HR managers of a total of 120 SMEs in the West Bank. Special emphasis will be placed on teaching successful crisis adaptation strategies for companies.

b. Capacity Building – “Green Economic Transformation”: Identification and classification of the current “Green Performances” of SMEs in the West Bank and development of a needs-oriented capacity development strategy for PFI members. This will facilitate the creation of tailored products and services for capacity building and sustainable transformation.

c. Financial Crisis Stabilization of SMEs: Provision of wage subsidies for 120 SMEs in the West Bank over six months for businesses that successfully participate in the above training courses.

This initiative is part of the Programme for Access to the Labour Market (PALM II) and the Private Sector Development Programme (PSDP), both implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).

Notes

Price offer should be submitted in one currency (Euro).

Price offer must be excluding VAT.

Tax invoice must be available otherwise the quotation will be rejected.

Deduction on source must be available, otherwise PFI will deduct 10% from the total amount.

Offeror will provide details on warranties included in the quote. All proposed items shall have a warranty for three (3) years.

Deliver Laptop no later than 1 week after placing a Purchase Order, otherwise the quotation will be rejected.

The Offeror must state in their quotation the validity period of their quotation. The minimum offer acceptance period for this RFQ is 30 days after the closing date of the RFQ. If an Offeror has provided a validity period of less than 30 days, the quotation may be eliminated.

Scope of Work

The selected vendor will be responsible for supplying laptop that meet the conditions needed.
