Overview:
The Association of Palestinian Local Authorities (APLA) founded in 1997, APLA is an independent organization mandated to represent and lobby for the collective interests of Local Government Units (LGUs) by supporting capacity building among local governments, facilitating exchange of knowledge and best practices, and serving as vehicle for dialogue between the central government and LGUs.
Project Brief:
APLA signed a grant contract with the European Union (EU) on 12 December 2021 with total EU contribution of € 1.9 million to implement the project (APLA’s Multiannual Action Plan (MAAP) 2021-2025. ENI/2021/425-904). This project has been designed to strengthen LGUs collaborations on service delivery and local participatory development, and improve contributions to territorial integration, particularly in Area C. Specific objectives of MAAP are aligned to APLA’s strategic plan and aims to support the role of APLA as LGUs representative and dialogue partner with the Palestinian Authority, to support the role of the LGUs in the building process of future State of Palestine and to strengthen the institutional and operational capacities of APLA.
Accordingly, APLA intends to apply part of this project for contracting a qualified Firm (Company) who has the needed experience and skills to carry out this assignment.
The Main Objective of The Assignment:
To increase APLA’s operational capacity to implement its goals and duties with appropriate equipment and tools, and in order to enhance APLA’s staff productivity in the communication with local authorities, beneficiaries and stake holders in its interventions as per the MAAP project, APLA intends to purchase a Vehicle (SUV) through the Tender “Supply of a Vehicle - SUV”. In this regard, APLA is seeking for a supplier to provide APLA with a Vehicle - SUV as attached in Term of Reference.
The general and specific specifications and needed quantities are included in the quotation documents.

- The RFPQ’s documents in English may be obtained by interested firms from the Association of Palestinian Local Authorities (APLA) Office during office hours (Sunday to Thursday, 8:00 AM to 04:00 PM) from 2 Mar 2022 to 13 Mar 2022.
- Offers (only the stamped with APLA’s stamp and originally obtained from APLA’s office version) must be hand-submitted in sealed envelopes and delivered to Ms. Lina Abu Obaid, the Administrative Assistant at the address below on or before 12:00 PM. of 13 Mar 2022. Late offers will be rejected. Electronic offers will not be permitted. The accepted documents to be received by APLA are only the obtained and stamped from APLA, and no other versions are accepted.
- The prices must be in (Euro). Project is VAT and Customs Fees exempted; bidders have to price with zero VAT and zero Customs Fees.
- Offers shall be valid for a period of 30 days after offers’ submission deadline and must be accompanied by a bid security or a certified bank check of (500 Euro). The Bid Security should be valid for 30 days after the offers’ submission deadline date.
- APLA is not committed to the lowest price offer, but to the best evaluated offer, (Financially and technically).
