 Terms of References (ToRs) For Supporting Agro-Food SMEs and Small Enterprise Center 

in Develop their ICT Capacity

1.0 Background: 

Small Enterprise Center (SEC) Association is a Palestinian non-profit organization that started in 2002 as a project within the framework of a former GIZ Private Sector Development  Program. In 2008, SEC has been officially registered as an independent non-profit organization governed by the Palestinian Law of Charitable Associations and Community Organizations No.1 for the year 2000. SEC began with an office in Ramallah and has grown to be a leading national organization serving Palestinian Micro, Small and Medium Enterprises (MSME) and social enterprises (including cooperatives).  Currently SEC is implementing phase-II of the project  “Agro-processing in Palestine -Supporting SMEs and Entrepreneurship for Youth” in partnership with DROSOS FOUNDATION. Under this project scope, SEC is looking forward to support selected participating SMEs operating in agro-food sector in developing ICT capacity. The implementer company task includes:  Reserving online shared host and domains, email backup and Migration, and provide online coaching and field visits to both SEC and participating SMEs . 

Developing the ICT capacity of the SMEs is considered as a necessary step in strengthening the SMEs competitiveness in the local and regional markets. Consequently, this will reflect positively on the SME’s sales, and thus profit. 

2.0 Purpose:

SEC and DROSOS FOUCNDATION is seeking offers from suitably qualified to assist SEC and SMEs their ICT capacity 

The specific objectives of this TORs are to undertake the following tasks: 

A- Reserve shared host that has the following specifications as a minimum: 

  1. The hosting plan must be from a will know local hosting provider or in case of international company, it should be from the following list: hostingfacts.com
  2. hosting information shall be included 
  3. SiteLock Security that shall provide:
    1. Protect all websites belong to SEC and selected SMES from some malwares and malicious attacks. 
    2. Offers services that monitor and protect the websites with an effective tool to find, fix, and prevent attacks.
    3. Guard all hosted sites from landing on search engine blacklists 
    4. File-Level Scanning
    5. Protect from SQL Injection 
    6. Vailed customer care response (24 h)
  4. Reserved period must be 36 months

The expected Level of effort for this task is 2 working days.  However, hosting fees should be included in the financial offer.  

B- SEC Archive:

2.1: Upload SEC Archive to online host server (Estimated size up to 10 GB )  

2.2: Archive employee’s old emails 

  1. Number of emails up to (20 email)
  2. Migration old emails with new emails on the same employee’s devices.
  3. Transfer current ( http://www.sec-pal.org )  domain to the new registrar 
  4. Transfer the following web sites (Tashbeek & SEC websites) in to the new host

The expected level of efforts for this task is 4 working days 

C- Online coaching for SMEs on using their new webpages and emails.
3.1 Number of SMEs 8 SMEs
3.2 Coaching shall implement through zoom 
The expected level of efforts for this task is 2 working days 

D-Domains:

4.1 Buy and assign new 8 domains for 8 SMEs

4.2 Domain should be registered from (Palestine registered domains under the (PNINA – Palestinian National Internet Naming Authority).PS (each domain has a separate control panel that has the ability to manage domains contacts) 

4.3 Domain reservation period 36 month 

4.4 Level of effort one days

4.5 Domain reservation  fees should be included in the financial offer 

 The expected level of efforts for this task is 3 working days. 

E- Static landing page 

5.1 Develop 6 Static landing page for 6 SMEs (contains company logo, contact info, company profile and social media icons links for companies) all information will be provided from SEC only 

5.2 This activity requires working at sec office during  the activity period

The expected level of efforts for this task is 5 working days

F- Reporting 

6.1 Conduct final evaluation meeting with SEC team 

6.2 Develop the final report.

The expected level of efforts for this task is 2 working days

3.0 Scope of work:

The company expert will work closely with SEC staff and SMEs to develop SEC and SEMs ICT capacity , during the assignment period. 

4.0 Deliverables: 

The contract will be signed between SEC and the expert(s). The followings are the expected deliverables from the expert/s:

  1. Inception report;
  2. Meetings with SEC staff 
  3. Reserve online server 
  4. Transfer SEC Archive
  5. Reservation of 8 domain
  6. Develop 6 Static landing page for six SMEs and publish them online 
  7. Develop a final narrative report. 

The language of all reports shall be in English only 

5.0 Qualifications and Work Experience of the company:

It is expected that the implementer that will develop the ICT capacity shall provide the following expertise:

  • Company profile
  • Similar assignments
  • CV of at least one expert that will focal point in implementing the assignment 

7.0 Duration of Appointment: 

The expected level of effort of the expert is around 18 working days, within a month time are foreseen for developing products from signing the contract. 

8.0 Logistic Support for The Expert by SEC

SEC will provide information, and documents on SMEs and SEC. Implementer will cover other costs might occur due to the assignment. 

9.0 Deadlines for Submitting CVs and Technical and Financial Offers

The deadline for submitting CVs, and Technical and Financial offers by latest March 27, 2021 at 16:00 PM.
