Terms of Reference – Tax Advisor
Oxfam Novib is a Non-Governmental Organization, headquarters in The Hague and registered under the Dutch law. It has many country offices worldwide and one is located in Jerusalem and is registered with the Ministry of Social Affairs, registration number IVA 10102.
Currently Oxfam in OPTI is seeking to engage with a local Tax Services Co. to cover tax advice & payroll services in Israel for 17 number of staff. In addition to providing tax advise related to the Palestinian payroll for about 40 staff members. The tax services Company is also requested to share any updates related to the tax law related to salaries/suppliers.
We are initially looking into the cost of a one-year contract to cover the period from August 2020 to July 2021.
The proposed tax advice & payroll service offer should include the monthly cost to cover the following tasks:-
1. The submission of the calculation sheet of taxable salaries, deductions, and net salaries by employee no later than 2 working days from the receipt of the taxable salaries sheet from the client
2. The submission of Individual salary slips monthly.
3. As per the Israeli law the submission of form 126 issued to the local tax department employees on annual salaries and deductions as specified by the law.
4. To update form 101 for all employees at the beginning of each year.
5. The salaries deductions will be compliant with applicable tax laws in the state of Israel and any amendments thereafter.
6. Response to the request on a timely basis, mainly 2 working days.
7. To inform Oxfam on any updates related to the pension plan.
8. Dealing with correspondences with the tax authorities on any arising issues related to taxes
9. Dealing with correspondences with the national insurance department on any arising issues (maternity payment, unemployment, work accidents)
10. Offer tax advice based on the needs of the organization.
11. Act as Oxfam’s contact person in terms of tax issues with the local Israeli income tax department. Pro-actively advise Oxfam on any local tax law changes in the PA.
12. Proactively advice Oxfam on arising tax issues under the PA and Israeli tax regimes
13. Proactively support Oxfam and employees to in minimizing tax payments
whilst remaining compliant with the law. Prepared to facilitate sessions ( at
least once a year) for staff and Oxfam to better understand the tax requirements
and deductions.
