Team Leader Consultant– service provider

Project: TECHNICAL ASSESSMENT OF COMMUNITY BASED REHABILITATION SERVICES

  1. Background
  • About Handicap international

 HANDICAP INTERNATIONAL, runs its projects under its operating name Humanity and inclusion (HI)

 HI is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. HI is currently implementing projects in more than 60 countries worldwide, including oPt-West Bank.

  • Presentation of the project within which the consultancy will take place

HI as an expert organization on disability-focused is applying for a call disseminated by UNRWA- Relief & Social Services Division to conduct technical assessments on the type and quality of rehabilitation services offered by a select number of Community Based Rehabilitation Centers (CbRCs) across three (3) UNRWAs field sites. The main interventions provided by CbRCs include i). rehabilitation including (but not limited to) physiotherapy, speech therapy, occupational therapy and ii). provision of assistive devices including (but not limited to) walking canes, crutches, wheelchairs, hearing aids and glasses. Most of the assistive devices are donations to the CbRCs.

The technical assessment aims to map the types of services being offered within the CbRCs; to gain better insight on the possible gaps in the rehabilitation services provided, in accordance with minimum standard in quality rehabilitation3; and to provide concrete recommendations on the nature of capacity building and support each assessed CbRC requires.

  1. Description of the required tasks

The purpose of the consultancy service is to support HI in the technical assessment of 10 CbRCs in West Bank, aiming to evaluate and plan physical rehabilitation services using a Rehabilitation Management System (RMS)[1] tool.

The expected results of the consultancy are:

  • To lead and coordinate the technical assessment with the team of consultants (Rehabilitation Technical officer (TO), Project Officer (PO), Speech therapist, audiologist and ophthalmologist);
  • To assesses the performance of a rehabilitation services in 6 core areas using RMS tool: Service Users, Service Outputs, Staff, Equipment & Supplies, Finances, and Management Processes;
  • To review and finalize the technical assessment carried out by the Rehabilitation TO (types, methods, approaches, and quality of physical and functional rehabilitation service delivery followed at CbRCs, with specific focus of occupational therapy, physiotherapy and assistive technology);
  • to identify and analyze gaps and good practices in the technical capacity of CbRCs across UNRWA areas of operation;
  • to draft an action plan based on the findings of RMS assessment to recommend the specific nature of technical and financial support required to build the capacity of the assessed CbRCs.
  • To ensure regular exchange and update meetings with the lead researcher related to the progress of the assessment, any constrains/challenges;

The findings of the consultant assessment will be compiled into one final report by the lead researcher to be delivered to UNRWA describing the quality of rehabilitation services provided by the assessed CbRCs.

The list of CbRCs to be assessed by the consultant will be defined at the beginning of the consultancy. Tentatively, the CbRCs will be located near the following locations: Jabalia, North Beach, Nuseirat, Burij, Maghazi and Rafah.

  1. Methodology required

 For the technical assessment of the quality of rehabilitation services, the consultant will use a detailed technical framework provided by HI, in reference to international standards.

The technical framework will include:

  • Minimum quality standard for rehabilitation service provision, in line with recognized international standards;
  • The tools that will be used for the assessments.
  • The methodology through which the assessment will be carried out.

 At inception, the consultant will receive 1 day training by the HI- Regional Rehabilitation Technical Field Specialist on Rehabilitation Management System, followed by 2 days of coaching to assess each CbRCs in autonomy.

She/he will organize the schedule of the assessments, within the timeframe decided by HI and in coordination with HI and mobilize/coordinate the whole team. HI will provide transport to the CBRCs.

The technical assessment done by the Team Leader will include for each CBRCs :

  • Preparation Phase: (0.5 day)

In close cooperation with Project Officer (PO),

  • Identify the list of relevant supporting documentation to be collected from the services/ national. For example; Local policies, affiliation documents, legal documents.
  • To organize a time and place to meet to complete the scoring process with relevant staff of CbRCs;
  • Scoring Phase: (1.5 day)
  • Semi-structured interviews with the CbRC’s manager and other relevant staff (finance, logistic, human resources and rehabilitation staff)- according to the size of the centers-to score the 6 scoring cards in RMS tool.
  • Analysis and Planning Phase: (0.5 day)
  • Based on the findings of the scoring, for each scored standard, give a full description of what is happening, identify possible causes and good practices,
  • Identify priority areas where action is needed
  • add a description of plans for each selected standard included needed technical and financial resources.
  • Report: (0.5 day)
  • For each CBRCs technically assessed, the consultant will produce one synthetic assessment report.

The total work is expected to be carried out maximum of 32 days (full time equivalent), timeframe (exact dates will be defined at the beginning of the consultancy): from 1st March to 31st May 2023.

  1. Deliverables
  • Production of synthetic 10 assessment reports, one per CbRCs assessed in English languages that:
  1. Outlines the types of rehabilitation services offered by each assessed CbRC/ background about the center;
  2. Summarizes the process and methodology followed in the assessment of the centers using RMS tool;
  3. Summarizes the findings of the RMS scoring of the 6 scorecards (Service Users, Service Outputs, Staff, Equipment & Supplies, Finances, and Management Processes);
  4. Flags alarming deviations from minimum standards of rehabilitation service provision
  5. Identifies good practices;
  6. Annex of 10 completed/scored RMS tools for each center;
  7. Annex of 10 action plans based on the findings of RMS scoring, detailing the specific type of financial and/or technical support and capacity building required by each assessed CbRC related to provision and multidisciplinary rehabilitation intervention.

 

  1. Expertise required
  • Technical specialist in one of the following: physiotherapy or Occupational therapy
  • At least 5 years of experience in delivering rehabilitation services
  • At least 5 years of experience in conducting technical assessments of rehabilitation services
  • Experience in applying gender, age and disability dimensions in research and assessment
  • Solid understanding of the twin-track and rights-based approaches to disability mainstreaming
  • Fluency in spoken and written Arabic
  • Fluency in spoken and written English
  • Strong knowledge/ understanding of the rehabilitation actors and networks in each country
  • Willingness to travel to the field
  • Excellent communication, interpersonal skills.
  • Ability to work under pressure and within a team
  • Ability to handle multiple assignments and meet deadlines.
  • Having positive, innovative, inspirational and problem-solving attitude.
  1. Indicative schedule
  • The consultancy service provision contract is for a maximum of 32 days (full time equivalent), to be provided during 8 weeks in the following, provisional, timeframe (exact dates will be defined at the beginning of the consultancy): from 1st March to 31st May 2023.

Note: A job offer for this position will be conditional on HI securing the related award from UNRWA (final decision to be confirmed by mid-December 2022), or an equivalent one.
