TERMS OF REFERENCE 

Technical assistance to develop a strategy to implement economic opportunities for women in vulnerable situations  

Purpose of the Consultancy:

To promote actions for women's economic autonomy and women ́s economic rights. A strategy is set to be developed aiming to implement economic opportunities for women in vulnerable situations.

This call seeks a consultant/s to provide technical assistance in developing a strategy for women economic empowerment in vulnerable situations.

The consultant is expected to conduct a desk review, draft a plan, implement a two-day strategizing workshop with APS, partners, and a sample of beneficiaries. And finalizing a strategy to assist in the economic empowerment program.

METHODOLOGY AND WORKPLAN

The methodology of the strategy includes:

1. Desk Review: The consultant will examine all documentation and gain understanding of the context.
2. Mapping of startups: listing of startups and initiatives working with women economic empowerment (employment/entrepreneurship/internships…)
3. Theory of Change: creative means in planning for promoting social change for women economic empowerment.
4. Planning workshop: in collaboration with APS team, partners, and a sample of beneficiaries, conduct a two-day participatory strategic workshop to include findings and feedback in the strategy.
5. Strategic plan: a comprehensive strategy plan for women economic empowerment in vulnerable situations.
6. Topics: the strategy is expected to cover (at least) the following topics:

• Study of women situation and strategize according to their needs. Adapted to women in vulnerable situations. Delving into economic opportunities.
• Explore startups and self-economy projects.
• Develop comprehensive economic empowerment strategy to serve as reference basis for the seed fund program implemented by APS.
  • The marginalized groups and women in vulnerable situations are specified under Gender Based Violence, Women with Disability and Single mothers as a single parent family provider. 

7. Geographic Area: West Bank and Gaza.

Time Framework

The duration of this consultancy is two months from the day of signing the agreement, expected by end of February 2023. The duration of the consultancy can slightly be adjusted upon request and prior approval from the two parties. After the kick-off meeting, the consultant will present a detailed work plan.

 Deliverables and Responsibilities

The main expected deliverables for this consultancy are the following (all documents requested submission in the specified languages): 

• Mapping of startups, initiatives… working on women economic empowerment.
• Two-days’ workshop with APS, Partners, and a sample of beneficiaries (around 8 participants) to gather input, lessons learned, needs assessment to develop the strategy accordingly.
• Report on women situation and comprehensive strategy adapted to their needs. (Arabic and translated to English).

 REQUIREMENTS OF THE CONSULTANT AND ECONOMIC OFFER

Competencies and Qualifications

• A minimum of university degree in one of the following fields: Strategic Management, Business Administration, Economics, or related fields.
• Proven knowledge of or working experience of more than three years in strategy development.
• Experience in the field of women economic empowerment is a plus.  
• Proficient in written and spoken Arabic and English. 
• Ability to plan and meet requirements on time. 

• Application Submission and Deadline

The individual/consulting team must submit a technical and financial offer (maximum 10 pages) including the following:

• Objectives of the consultancy.
• Work Scope (schedule, plan, etc.)
• Composition of the consultant team.
• CV of the individual/ consulting team.
• Past relevant experiences.
• Detailed budget (in ILS) of the financial offer in table format with all expenses related to conducting the strategy and the workshop for around 8 participants as per the table shown in the full ToR (hall rental, participants transportation, meals…) with a breakdown of price per unit, along with the announcement of this mission on jobs.ps. The consultancy budget must include all deliverables and translation in Arabic and English of all materials produced.

Note: an income tax will be deducted at 10% of the contract value if individual consultant and that the project is VAT exempted.

The consultancy will be contracted through an external service contract and payments will be made as 40% upon submitting the first draft and a final payment of 60% upon successful completion of the service. All payments will be wired by bank transfers in ILS.
