Community Agency for Peace and Resolution Project
Background:
The Palestinian Association for Empowerment and Local Development—REFORM is a Palestinian NGO that works in the fields of empowerment, local development and social transformation. It seeks to promote inclusion, social solidarity, and structural reform in Palestine through empowering marginalized hard-to-reach groups. REFORM aims to boost the social and political engagement of marginalized hard-to-reach groups and community activism.
About the Project:
The “Community Agency for Peace and Resolution” (CAPR) project aims to build trust between marginalized communities and the Palestinian government by promoting inclusive dialogue, responsive governance, and social cohesion. Through community engagement, empowerment of underrepresented groups, and training of local mediators, CAPR seeks to reduce tribalism, address the influence of spoilers, and foster a sense of belonging and active citizenship. The project also integrates locally relevant religious discourse to promote moderate, values-based messaging that supports peacebuilding and community resilience.
REFORM is requesting (3) Action researchers per topic which includes a total of 18 days (6 days per researcher; 4 days to attend sessions and 2 days to prepare policy suggestions).
Interested candidates must submit their offers latest by Wednesday, 23.04.2025, by 04:00 PM.
Scope of Work:
● Accompany community dialogue sessions.
● Document key insights and community concerns.
● Support the facilitation team in capturing proposed solutions.
● Compile findings into comprehensive reports.
● Draft policy recommendations that reflect community needs and input.
● Ensure that the outputs from each session are synthesized into an actionable format for presentation to government officials and other stakeholders.
● Work closely with facilitators and youth leaders to understand the dynamics and issues raised during the sessions.
● Receive reports and raw findings from practitioners and facilitators.
● Attend all public forums to observe and document discussions.
● Collaborate with youth facilitators to capture accurate community perspectives.
● Collect, analyze, and synthesize data from forums into structured reports.
● Identify key themes, challenges, and community-generated solutions.
● Translate findings into policy recommendations and strategic insights.
● Ensure inclusive, ethical, and participatory research practices throughout the process.
Working Topics:
1. Public Dialogue for Community Engagement
Position Overview:
The action researcher will play a critical role in supporting community engagement through structured public forums. S/he will be responsible for attending sessions, capturing key discussions, analyzing community input, and producing policy-oriented reports. These efforts aim to translate local challenges into actionable policy recommendations for government stakeholders.
Key Responsibilities:
● Attend all scheduled public forums to observe and document discussions.
● Collaborate with youth facilitators to ensure discussions remain focused and inclusive.
● Record key insights, community concerns, proposed solutions, and recurring themes.
● Synthesize data from forums into comprehensive reports.
● Translate community input into practical, evidence-based policy recommendations.
● Participate in quarterly consolidation meetings with facilitators.
● Contribute to the creation of synthesized quarterly briefs to be presented to government stakeholders.
● Coordinate with REFORM to ensure reports meet goals.
● Provide regular updates and debriefs to project leadership.
2. Alternative Dispute Resolution (ADR):
Position Overview:
The Alternative Dispute Resolution (ADR) action researcher will be an integral part of a community-driven initiative focused on resolving local disputes and promoting social cohesion. This action researcher will assess challenges raised in public forums and determine the potential for ADR-based interventions. Through collaboration with the project’s youth leaders, s/he will suggest sustainable conflict resolution strategies that can be replicated across communities.
Key Responsibilities:
● Evaluate issues raised in community forums to determine suitability for ADR intervention.
● Work with community members to understand the root causes of disputes.
● Design and implement mediation, negotiation, or reconciliation processes as appropriate.
● Ensure that interventions are culturally sensitive, inclusive, and community-owned.
● Partner with facilitators to align interventions with broader community engagement efforts.
● Contribute to the development of community dialogue frameworks that integrate ADR practices.
● Promote peer learning and exchange between communities to support collective problem-solving.
3. Religious Discourse to Enhance Civil Peace and Community Cohesion
Position Overview:
The action researcher, which must have strong knowledge in religious affairs, will play a vital role in promoting social cohesion and civil peace. This initiative aims to integrate community-based solutions into religious discourse. S/he will address pressing local challenges and other forms of engagement, fostering a values-driven, peaceful approach to conflict resolution.
Key Responsibilities:
● Align religious messages with themes of peacebuilding, civic responsibility, and community cohesion.
● Deliver solution-oriented sermons that inspire action, reflection, and dialogue among congregants.
● Work collaboratively with facilitators to stay informed on local issues and developments.
● Engage with the Ministry of Awqaf and Religious Affairs and other relevant religious institutions to align messaging with national and regional peace efforts.
● Share insights from congregational feedback with the project team to inform future messaging and activities.
General Requirements:
● Master's degree in one of the humanities or social sciences.
● At least five years of experience in preparing studies and research.
● Knowledge of the Palestinian political, social, economic, and cultural context, particularly in relation to civil peace.
● Ability to write policy suggestion papers clearly and coherently.
● Knowledge of the key actors and different contexts influencing the subject of the study.

Required Qualifications:
● Advanced degree in social sciences, public policy, community development, or any related field.
● Demonstrated experience in action research, participatory methods, and/or community-based research.
● Strong writing and analytical skills, with a track record of producing policy reports or research outputs.
● Excellent communication and interpersonal skills, especially in diverse and community-based settings.
● Experience working with or alongside youth and grassroots facilitators.
● Familiarity with issues of governance, civic engagement, and local development.
Notes:
● REFORM is not obliged to choose the lowest price.
● Individuals can submit a valid deduction on source certificate or else 10% the total payment will be deducted as income tax.
● Targeted localities: Dahrieh, Yatta, Salfit, Jenin, and Kufr Al Deek.
● Price offer should be per day (8 hours per day) submitted in ILS, including income tax.

Evaluation criteria: 30% Financial and 70% Technical, as the following:
Technical Offer: (70%)
1. Master's degree in one of the humanities or social sciences (10%)
2. A brief (one page) explaining the used methodology by the expert (20%)
3. At least 5 years’ experience in research (25%)
4. At least 5 years’ experience in civil peace (15%)
Financial Offer: (30%)
The financial offer must be in ILS, including income tax, for 6 days per action researcher.
