About Witness Center “Shahid”: Witness Center “Shahid” is a Palestinian Registered Non-governmental organization working with Youth, Women, and Marginalized communities' needs and perceptions since 2014; the organization is located in Nablus. The center’s message is to create a Palestinian society that believes in human rights values and provides an environment that embraces the rights of marginalized groups, especially women, youth, and people with disabilities.
The From Learning to Act Financial Literacy for Women Empowerment Training within The Alternative Approaches to Financial Inclusion of Small and Medium Enterprises (SME)implemented by Witness Center funded by The GIZproject (A-FIN) aims;to enhance the level of financial literacy for Palestinian women in general and to enhance the financial literacy for women, as well as their financial awareness, and the use of different financial products and services.


Therefore, Witness Center seeks a financial literacyConsultant to implement the “From Learning to Act- Financial Literacy for Women Empowerment” trainings.


Objective:
Among this project, there will be 5 stages of trainings that aim to: elevate the level of financial literacy among women entrepreneurs, women freelancers, women leading micro-enterprises, and women with business ideas in the specified sectors, particularly within the Nablus region. This will be accomplished by enhancing their comprehension of business finance and advancing their financial awareness through the enrichment of their financial knowledge, skills, and capacities in the domain of financial education.


Target group:
The project targets 30 youth women aged between 18 to 30 affiliated with the Institute of Vocational Education in Nablus Governorate with a major focus on the three refugee camps, and area C villages.


Tasks Description:
First Task: Develop financial literacy training material – Desk Review
Reviewing available training material including the material prepared for the social media campaign “Deer Malak”, as Deer Malak has produced a number of learning materials that target entrepreneurs and educate all the citizens. In addition, training materials from the PCMA, PMA, Palestinian Banking Institute, will be reviewed. This review and analysis will be conducted as a learning tool for Witness Centre, and based on the findings, the training material will be developed.


The consultant is expected to review and develop the following training material:
- Case study of 55 institutes.
- Presentations. Develop interactive learning materials, digital resources and other relevant materials covering up different modules of financial inclusion topics prioritize- prepare
- Videos and publications from Deer Malak. – to use of dermalkalk as learning materials
a- Desktop review b- Development of the based on desktop c-
The consultant should prepare the following materials within 2 weeks, and submit them to Witness Center for their approval;
1. Training material.
2. Report.
Second Task: Conducting the training
Conceptualize training for 25 youth women beneficiaries targeted by Witness Centre for 40 hours sessions, which focuses on key concepts of financial literacy, financial education, and business finance. And the use of different financial products and services for start-ups and owners of SMEs in Palestine.
Methodology of Implementation
Task will be implemented tentatively as follow:
conceptualize training to promote and enhance awareness and understanding of the basic principles of financial literacy, including Financial inclusion as well as financial services in the Palestinian context, and project development; where it will be constructed as lecture classrooms, or virtual based on the need for beneficiaries. This will include training on several topics such as (how to access finance, micro-
finance, usage of financial products & services, financial literacy, and financial knowledge) with the aim of enhancing knowledge exchange between participants and the trainer on one side, on the other side, and between the participants themselves. This will consist of 40 training hours covering conceptual awareness.
The consultant should prepare the following materials 5 days in advance, and submit them to Witness Center for their approval;
1. Pre and post-questionnaires that assess the trainees’ knowledge of the topic covered in the training. The form should identify the gender of the participant, age, name of the university attending, major and study year.
2. List of materials and equipment needed for the training.
*The consultant should prepare and submit the training report to Witness Centre for approval.
** The second task is expected to be achieved within 2 months.
Third Task: Practical training
Practical training will be implemented for women beneficiaries targeted by Witness Centre for 40 hours, based on individuals and groups who already have their own project or have an idea to enhance the participant’s capacities regarding business models (10 projects must be developed). This will focus on core skills on how to build economic feasibility, project management, access to finance, financial management (e.g. cash flow management, budgeting), etc. Each participant will be supported to develop their business (ideas) and enhance their financial awareness.
Methodology of Implementation
Task will be implemented tentatively as follow:
practical training to be built on the conceptual training and develop their own projects further. At this stage, trainees will have 40 practical hours based on the previous training subjects, translating their knowledge to practice, and improving their skills and capacity in the field. The gaps will be addressed through guided exercises under the supervision of trainers.
The consultant should prepare the following materials 5 days in advance, and submit them to Witness Center for their approval;
1. Attendance sheet for each of the training days.
2. Pre and post-questionnaires that assess the trainees’ knowledge of the topic covered in the training. The form should identify the gender of the participant, age, name of the university attending, major and study year.
3. List of materials and equipment needed for the training
* The consultant should prepare the training report, and submit it to Witness Centre fortheir approval.
** The third task is expected to be achieved within 2 months.
Fourth Task: Coaching
Personal, and individual training process (coaching) for each entrepreneur. This kind of training aims to provide each entrepreneur with follow-up, guidance, and access to financial services.
The trainer in coordination with the project coordinator will work on providing participants with desired opportunities, for example, a networking event, study visits, and meetings with potential stakeholders.
Methodology of Implementation
The taskwill be implemented tentatively as follow:
This stage will be personal coaching to follow up with each individual trainee on their project. At this crucial stage, the trainers will be supervising a minimum of ten projects. The outcome shall be 10 ideas/ projects whether it is individually produced by each trainee or a participatory idea.
The trainer will be a sparring partner for the targeted youth women, as the trainer will be covering five hours per project, to support the trainees in having the required professional skills, financial skills, financial knowledge, and finally to be capable of leading their projects.
The consultant should prepare the following materials 5 days in advance, and submit them to Witness Centre for their approval;
1. Pre and post-questionnaires that assess the trainees’ knowledge of the topic covered in the training. The form should identify the gender of the participant, age, name of the university attending, major and study year.
2. List of materials and equipment needed for the training
* The consultant should prepare the coaching report, and submit it to Witness Centre for their approval.
** The fourth task is expected to be achieved within 3 months.
❖ The training will be in a form of face-to-face and peer-to-peer training, unless any unexpected risky conditions occur, in that case, the staff will
go through plan “B” and conduct online training, excluding the coaching which will take the form of (in-person) in all the conditions, taking into consideration the required safety procedures. The phases are being built to complete each other and to ensure the best understanding, professional equipping, best practices, and best skills, which will lead to developing successful projects.
Minimum Requirements:
Preferred institution or a group of trainees, in both not less than 3 members with the following qualifications:
- University degree in finance, accounting, or any related field, a master's degree is a plus.
- Minimum 5 years of experience in training and coaching
- Minimum 5 years of experience in a financial position
- Experience in developing projects/ managing projects
- Excellent communication and facilitation skills
- Time management skills
- A commitment to providing an outstanding learning program
- Share samples of previous similar experiences
Technical and Financial Proposals
The level of effort for the first and second assignments is 80Hours
Expected deliverables:
1. First assignment (training conceptualization) of 40 working hours
2. Second assignment (training implementation) of 40 working hours
3. 10 project conceptual developed
• TECHNICAL PROPOSAL
The Technical Proposal should include the following:
1) A cover letter of no more than 2 pages introducing the consultant and how the skills and competencies described above are met, with concrete examples (CV, experience including type of task, employer, project title, location, achieved outputs). The cover letter should also reflect the number of days to complete the assignment, the daily rate, and the total financial offer (cost) in Euro. The cover letter should also indicate the consultants’ availability for the proposed period.
2) An outline of no more than 6 pages of each task of the proposed process and key considerations including:
a. Key considerations
b. Proposed outline methodology
c. Proposed action day outline.
d. The financial offer should also include:
• FINANCIAL PROPOSAL
The Financial proposal should contain the following information:
1. Prices are valid for 60 days
2. The submitted offers currency should be in Euros excluding VAT. The tendered should be able to issue a Payment request in addition to a valid deduction at source certificate and zero vat invoice or Witness Center will deduct a percentage (%10) of the final payment according to the Palestinian Taxation department & laws.
3. Prices include all types of expenses such as transportation, per –diem, calls, accommodation…etc.
Evaluation of Quotations :
Submitted offers will be evaluated based on technical and financial proposals. Technical will be given 70% while financial offers will be given 30%. Technical offers will be evaluated according to the following: (1) profile of similar assignments (10%), (2) CV and certificates (10%), (3) description of work and methodology and approach (25%), (4) action plan and timeframe (15%), and (5) at least three references for similar services for the last three years (10%).
Acceptance: The award of a proposal does not imply acceptance of its terms and conditions. Witness Center reserves the option to negotiate the final terms and conditions.
Notes:
❖ The remuneration is to be paid after the completion of the training course.
❖ Announcement fees for the quotation will be paid by the bid-winning service provider.
